It means: if you are a worthless person in the eyes of others and walk in the bustling downtown, no one will be willing to say hello to you. However, if you are very powerful or rich, even if you hide in the deep mountains and forests, there will be relatives and friends visiting you from thousands of miles away.

The last two sentences mean: people's fortune is always changing. According to astrology, people usually have a fortune change every ten years, so-called from good to bad, or from bad to good. This sentence advises those short-sighted people not to judge a person's future by what they see in front of them, but to give everyone the most fundamental respect and be kind to others.
