The decision points out that in order to adapt to the further development and opening-up of Binhai New Area and undertake the development of high-end modern service industry, as an important measure for the development zone to build a new economic platform in China, the ninth director's office meeting of the Management Committee decided to start the development and construction of "Modern Service Industry Zone" (MSD for short). The decision formally adopted the concept of MSD, that is, to build a "development zone modern service industrial zone", and also delineated the construction scope of MSD.
