What is the Northeast Project?

"Northeast Project" is the abbreviation of "Series Research Project on the History and Present Situation of Northeast Frontier", which is a large-scale academic project jointly developed by China Academy of Social Sciences and the three northeastern provinces. It was officially launched in February 2002 and lasted for five years.

According to the Research Center of Chinese Frontier History and Geography of China Academy of Social Sciences, the project topics are divided into three series: research (including basic research and applied research), translation and archives. The main research contents include: the study of China's ancient territory theory; Northeast local history research; Study on the history of Northeast nationalities; Historical research on ancient Korea, Koguryo and Bohai Sea; Study on the history of China-DPRK relations; A Historical Study on the Political and Economic Relations between China's Northeast Frontier and the Russian Far East —— A Study on the Social Stability Strategy of the Northeast Frontier: A Study on the Change of the Korean Peninsula Situation and its Influence on the Stability of China's Northeast Frontier.

China Frontier History and Geography Research Center said that before and after the launch of the "Northeast Plan", it attracted extensive attention and active participation from domestic academic circles.

China Frontier History and Geography Research Center emphasizes, "In recent ten years, with the rise of political and economic status in Northeast Asia, Northeast Asia has become the focus of world attention, and China's northeast frontier region is located in the center of Northeast Asia and has an extremely important strategic position. Under this situation, research institutions and scholars in some countries distort historical facts with ulterior motives in their research on historical relations, and a few politicians openly publicize various fallacies for political purposes, creating confusion, which makes the research on the history and present situation of the Northeast Frontier face many challenges and also puts forward a series of new topics for academic research on the history and present situation of the Northeast Frontier. "

China Frontier History and Geography Research Center said: "It is the sacred mission of social science research to maintain the stability and promote the development of the northeast frontier region. It is the unshirkable responsibility of social science to strengthen academic research on the history and present situation of the Northeast Frontier and promote the discipline construction and development of the Northeast Frontier Research. "

The "Northeast Project" has always been controversial.

65438+On February 9, 2003, the Korean Society of Ancient History, the Korean Society of Archaeology, and the Korean Society of Modern History 17 issued a joint statement in the Seoul History Museum, demanding that "China immediately stop the distorted historical behavior of compiling Koguryo history into China history."

Subsequently, some South Korean lawmakers submitted a "resolution urging China to stop distorting history" to the National Assembly, arguing that the South Korean government should lodge a strong protest. Then, the Korean government decided to set up a "Koguryo History Research Center" for China to study the ancient history of northeast China, so as to strengthen the study of Koguryo history.

On June 24, 2004, Guangming Daily published an article entitled "Bian Zhong", which was the direct trigger of this "collective protest" in Korean academic circles. The article puts forward: "The nature of Koguryo regime should be the ancient frontier ethnic regime under the control of Central Plains dynasty and local regime."

This view has caused an uproar among some Korean scholars and the media. Lee Sung-sik, a professor at Seoul National University, said: "If the history of ancient Korea, Fuyu, Koguryo and Bohai Sea is included in the history of the' Chinese nation' as part of the history of China's ethnic minorities, it may lead to various views that Korean history is only a tributary that has not been absorbed by China, but a barbaric and backward collective history that has failed to participate in the' Chinese civilization'." Shen, a professor at Hanyang University in South Korea, even wrote an article calling it "a masterpiece of historical imperialism"

Because "Bianzhong" is the pseudonym of three scholars in the Research Center of Chinese Frontier History and Geography of China Academy of Social Sciences, and this research center is the lead institution of the national academic project "Northeast Project", the problem is further aggravated.

South Korea's Chosun Ilbo, which paid great attention to this "protest" in Korean academic circles, published a far-reaching editorial, pointing directly at the "Northeast Project": "Some analysts believe that China did this in order to reconfirm its relationship with the Northeast where Koreans live, and on this basis, it created a reason to intervene in North Korea, which implied a high strategic intention."

"We will definitely not argue with them, and we will continue to study according to the original academic deployment." One of the leaders of "Northeast Project" and the director of China Frontier History and Geography Research Center of China Academy of Social Sciences have a strict attitude. He thinks that the statement made by 17 Korean academic groups on February 9, 2003 is extremely extreme.

The "Northeast Plan" has once again caused controversy.

On September 7th, the English edition of South Korea's East Asia Daily claimed that China research institutions had written a large number of papers, distorting the ancient history of the Korean nation from ancient Korea to the Bohai Sea into the history of China, but the South Korean government knew nothing about it, which was confirmed on September 6th.

East Asia Daily said that China's "Northeast Project" will be completed in February 2007, which has clearly demonstrated its essence. The goal of this project is not only Koguryo, but the whole history of ancient Korea, Fuyu, Koguryo and Bohai.

According to the report, the South Korean side questioned the inclusion of Bohai history in the Northeast project from the beginning, because the Bohai Sea originated from Koguryo's country. China's plundering of ancient Korean history was confirmed in On the Ancient Koguryo History of China published by Frontier Research Center in 2003. According to the book, ancient Korea and Koguryo nationalities originated from Yandi, that is, the descendants of Yandi and Huangdi, so they are the history of China.

Since September 2005, it is nothing new to list the outlines of previous research topics of 18 on the website of China Frontier Research Center. But the problem is that when the South Korean government failed to grasp the overall problem of the Northeast Project and only responded negatively to the history of Koguryo, China was planning a larger territory.

According to the East Asia Daily, in August 2004, the foreign ministries of Korea and China reached an oral agreement on five projects, which were limited to the historical issue of Koguryo, instead of escalating it into a political issue, and were resolved through academic discussions from a folk perspective. The Korean government has always believed in this. The South Korean government claims that this is to maintain the status quo, but the Northeast Project has extended to the history of ancient Korea, Fuyu and Bohai Sea.

Regarding this attitude of the South Korean government, Xu, a professor at Xijing University in South Korea and chairman of the Koguryo Research Association, criticized: "This is equivalent to blindly believing in the armistice agreement of the invading army, and not considering recovering the invaded territory except the capital (revising history textbooks)."

Jiang Youbang, a visiting professor at Ewha Women's University in South Korea, said: "The Liaohe Civilization Exhibition, which opened in Shenyang, China in June this year, clearly reflected China's intention as a country of origin of civilization, aiming to steal the Liaohe civilization that reached the Korean Peninsula and Manchuria, but the domestic academic circles in South Korea have not yet responded to this."

Willing to discuss and solve relevant issues with the ROK.

At the regular press conference held on September 5th, China Foreign Ministry spokesperson Qin Gang expounded the position of the China government on the "Northeast Project" research report recently published on the website of China Academy of Social Sciences and related issues. On the same day, a reporter asked, "We understand that the Academy of Social Sciences is the state organ of China. Does this report represent the position of the China government? "

Qin Gang replied: "I didn't see you mention the content of the report published on this website, so I can't comment on the specific content. China Academy of Social Sciences is an academic institution, and scholars can express their views on some issues. " Qin Gang said, "I can tell you the position of the China government."

Qin Gang said that China, South Korea and other countries in Northeast Asia are friendly neighbors, and we are willing to continuously deepen and promote the development of good-neighborly friendship and cooperation with countries in Northeast Asia on the basis of the Five Principles of Peace and the principle of "being good neighbors and partners". We are willing to discuss and properly solve relevant problems through friendly consultations.

South Korea protested against refusing to go to China.

On September 6th, South Korea's ruling party, deputies to the National Assembly and non-governmental organizations announced in Seoul that they would "refuse to go to China". Tens of millions of citizens signed their names and demonstrated at the embassy in China to protest against China Academy of Social Sciences' intensive publication of a new report on the Northeast Project again, distorting the ancient history of North Korea.

South Korean media reported that the China Academy of Social Sciences recently published 27 papers on the local history of Northeast China, and sorted out 8 simplified versions of/kloc-0 through its website, still sticking to the past views, making this issue once again the focus of discussion in the ruling and opposition parties in South Korea, and prompting many organizations in South Korea to decide to put it into action.

South Korea's Yonhap News Agency said that groups including "Citizens' Union of China Research Movement" strongly criticized the "Northeast Project" led by China authorities and announced that they would take a series of protest measures. Major Korean newspapers also wrote articles on the front page, criticizing the contents of a new research journal published by China Academy of Social Sciences, and listing ancient Korea, Koguryo and Bohai Kingdom as the ancient frontier history of China.
