Is the zodiac based on the solar calendar or the lunar calendar?

In ancient China, beginning of spring was the beginning of the zodiac. Folklores all over the country regard the first day of the first month as the starting point of the zodiac, and officials also regard the first day of the first month as the beginning of the year of the zodiac.
