How to change Shanghai C into Shanghai A license plate?

The Ministry of Public Security's "Regulations on Motor Vehicle Registration" (Order No.72) stipulates that motor vehicle license plates can be renewed if the nature of use is changed, the property owner is changed (the name of husband and wife is changed), and the registration is transferred (the ownership is transferred).

According to the above regulations, when the owner of the same property changes (both husband and wife change their names), the "Shanghai C" number plate will be renewed.
