Can we start building houses on August 18th of the lunar calendar?

Of course.

Homestead is the land occupied by family households as living bases. Because houses in most cities are buildings built by real estate developers, ordinary families do not involve the concept of homestead. Today's homestead mainly refers to rural homestead. It includes three types: built houses, built houses or decided building sites, built houses, built houses without roofs or uninhabitable land, and planned building sites.

The Property Law of People's Republic of China (PRC) stipulates the right to use the homestead:

Article 152 The owner of the right to use the homestead enjoys the right to possess and use the collectively owned land according to law, and has the right to use the land to build houses and ancillary facilities according to law.

Article 153 The acquisition, exercise and transfer of the right to use the homestead shall be carried out in accordance with the land management law and other laws and relevant state regulations.

Article 154 If the homestead is lost due to natural disasters or other reasons, the right to use the homestead shall be extinguished. Villagers who have lost their homestead should be redistributed.

Article 155 If the registered right to use the homestead is transferred or destroyed, the registration shall be changed or cancelled in time.
