Huang Xiao was subordinate to Bingmei Commune. 1961August 18, congjiang county resumed its organizational system and established the Huang Xiao Commune, which belongs to Bingmei District. 1984, commune changed to township (town), and Huang Xiao commune changed its name to Huang Xiao township. In 2000, Guizhou, Huang Xiao and Huanggao became administrative villages, belonging to Gaozeng. In 2004, the three administrative villages of Xingqian, Huang Xiao and Huanggao merged into one administrative village-Huang Xiao Village.
