1,1978 On September 5th, the State Council held a national planning meeting to arrange the economic plans of 1979 and 1980.

The meeting decided that the economic front must realize three changes: first, we should turn our attention to production struggle and technological revolution. The second is to transfer the management system and methods to the track of scientific management in accordance with economic laws. Third, from closed or semi-closed to the open policy of actively introducing foreign advanced technology, utilizing foreign capital and boldly entering the international market.
