Jian 'ou is a provincial-level cultural city with a history of 1800 years. Jian 'an County was established by Emperor Liu Xie in the early years of Jian 'an in the Eastern Han Dynasty (A.D. 196) and is one of the earliest four counties in Fujian. The first county, the first state and the first government in Fujian history are all in Jian 'ou.
