List compilation theme

The bill of quantities for bidding shall be compiled by a tenderer with the ability to compile or by a qualified engineering cost consulting agency or a bidding agency.

List preparation conditions and responsibilities

The tender bill of quantities must be an integral part of the tender documents, and the bidder shall be responsible for its accuracy and completeness.

The bidding bill of quantities is the basis of the valuation of the bill of quantities, and it should be used as one of the bases for compiling the bidding control price, bidding quotation, calculating the engineering quantity and engineering claim.

Composition of the list

The bidding bill of quantities shall be compiled according to the unit (item) project, and consists of partial bill of quantities, measures project list, other project list, fees and taxes project list.

List compilation basis

The compilation of the bill of quantities of construction projects should be based on:

1) Code for Calculation of Engineering Quantity of Building Construction and Decoration Engineering (GB50854-20 13) and current national standard Code for Valuation of Construction Engineering Bill of Quantities (GB50500-20 13).

2) The valuation basis and method promulgated by the national or provincial and industrial construction authorities.

3) Architectural engineering design documents.

4) Standards, specifications and technical data related to construction projects.

5) Proposed bidding documents.

6) Construction site conditions, engineering characteristics and conventional construction scheme.

7) Other relevant materials.

Compilation requirements

1) The list of other items, fees and taxes shall be compiled in accordance with the relevant provisions of the current national standard "Code for Valuation of Bill of Quantities of Construction Projects" GB50500-20 13.

2) For the items not included in the appendix of Code for Calculation of Engineering Quantity of Building Decoration Engineering (GB50854-20 13), the preparer shall supplement them when preparing the bill of quantities, and report them to the provincial or industrial engineering cost management institution for the record, and the provincial or industrial engineering cost management institution shall report them to the Institute of Standard Quota of the Ministry of Housing and Urban-Rural Development after summarizing them.

The supplementary project codes are composed of codes 0 1, b and three Arabic numerals in Code for Calculation of Engineering Quantity of Building Construction and Decoration Engineering (GB50854-20 13), which are compiled in sequence from 0 1B00 1, and the same project subject to tender shall not be repeated.

The supplementary bill of quantities shall be accompanied by the name, project characteristics, measurement unit, engineering quantity calculation rules and work contents of the supplementary project. For unmeasurable measures, the name, work content and scope of supplementary items shall be attached.

Compilation content of bill of quantities

1. List of partial projects

(1) Bill of Quantities Coding

1) The bill of quantities shall be compiled according to the project code, project name, project characteristics, measurement unit and engineering quantity calculation rules specified in the appendix of Code for Engineering Quantity Calculation of Building Construction and Decoration Engineering (GB50854-20 13).

2) The project code of the bill of quantities shall be represented by the first twelve Arabic numerals, among which one to nine digits are set according to the appendix of Code for Calculation of Engineering Quantity of Building Construction and Decoration Engineering (GB50854-20 13), and ten to twelve digits are set according to the project name of the bill of quantities of the proposed project, and the project code of the same project subject to tender shall not have duplicate codes.

The code of partial bill of quantities is set to five levels, and the codes at all levels are set as follows:

① The first level is divided into two digits (ー, two digits), indicating the sequence code of engineering classification: 0 1- building construction and decoration engineering; 02- Antique Building Project; 03- General installation project; 04- Municipal Engineering; 05- Landscaping Project; 06- Mine Engineering; 07- Structural Engineering; 08- Urban Rail Transit Project; 09- Blasting Engineering. This paper compares the professional engineering specifications that will enter the national standard in the future.

(2) The second level is divided into two levels (level 3 and level 4), indicating the sequence code of professional engineering.

(3) The third level is divided into two parts (five or six), indicating the sequence number of the divisional works.

(4) The fourth level is divided into three parts (seven, eight, nine), indicating the sequence code of subdivisional work.

(5) the fifth level is divided into three parts (ten, ten, ten), indicating the sequence number of the bill of quantities. The coding structure of construction project is shown in figure 1- 1.

When a bill of quantities of the same bid section (or contract section) contains multiple unit projects, and the bill of quantities is based on unit projects, special attention should be paid to the setting of ten to twelve project codes when compiling the bill of quantities. For example, the bill of quantities of a bid section (or contract section) contains three unit projects, and each unit project has a solid brick wall masonry project with the same project characteristics. When the quantities of solid brick masonry in three different unit projects need to be reflected in the bill of quantities, the project code of solid brick masonry in the first unit project should be 010401003001. The project code of solid brick masonry in the second unit project should be 0 1040 1003002, and the project code of solid brick masonry in the third unit project should be 0 1040 1003003, and the quantities of solid brick masonry in each unit project should be listed separately.

(2) the project name and project characteristics of the bill of quantities

1) The project name of the bill of quantities shall be determined according to the project name in Code for Calculation of Engineering Quantity of Building Construction and Decoration Engineering (GB50854-20 13) and the actual situation of the proposed project.

2) The project characteristics of the partial bill of quantities shall be described according to the project characteristics specified in the Code for Calculation of Engineering Quantity of Building Construction and Decoration Engineering (GB50854-20 13) and combined with the actual situation of the proposed project.

The project characteristics of the bill of quantities are an indispensable basis for determining the comprehensive unit price of the listed projects. When compiling the bill of quantities, we must accurately and comprehensively describe the engineering characteristics. However, the characteristics of some projects are often difficult to describe accurately and comprehensively in words. Therefore, in order to achieve the requirements of specification, conciseness, accuracy and comprehensive description of project characteristics, the following principles should be followed when describing the characteristics of BOQ projects:

(1) The content of the project feature description shall conform to the provisions of the appendix, and can meet the needs of determining the comprehensive unit price in combination with the actual situation of the proposed project.

(2) If the standard atlas or construction drawing can fully or partially meet the requirements of project feature description, the project feature description can be directly described by xx atlas or xx drawing number. For the part that can't meet the requirements of project feature description, text description is still applied.

(3) The calculation rules of quantities and the location of meters can be located through field work.

1) The quantities listed in the bill of quantities shall be calculated according to the calculation rules of quantities specified in Code for Calculation of Quantities of Building Construction and Decoration Engineering (GB50854-20 13).

2) The unit of measurement of partial bill of quantities shall be determined according to the unit of measurement specified in Code for Calculation of Construction and Decoration Engineering Quantity (GB50854-20 13).

(4) Other relevant requirements

1) The "work content" of the cast-in-place concrete project includes the content of the formwork project, and the cast-in-place concrete formwork project is listed separately in the "Measures Project". In this regard, the tenderer shall choose according to the actual situation of the project. If the bidder fails to fill in the list of cast-in-place concrete formwork works in the list of measures, it means that the cast-in-place concrete formwork works are not listed separately, and the comprehensive unit price of cast-in-place concrete works should include the cost of formwork works.

2) Precast concrete members shall be prepared according to the site production, and the "work content" includes formwork engineering, which is not listed separately. If finished precast concrete members are used, the finished price of the members (including all costs such as formwork, reinforcement and concrete) shall be included in the comprehensive unit price.

3) The metal structural component project is compiled according to the finished product, and the finished product price of the component is included in the comprehensive unit price. If on-site production is adopted, all production costs shall be included.

4) Doors and windows (except windows) are compiled according to finished products, and the prices of finished doors and windows are included in the comprehensive unit price. If on-site production is adopted, including all production costs.

2. List of measures and projects

1) The list of measures and projects must be compiled according to the current national measurement standards, and the projects should be listed according to the actual situation of the proposed project.

2) The project code, project name, project characteristics, measurement unit and engineering quantity calculation rules are listed in the measure project. When compiling the bill of quantities, it should be implemented according to the provisions of "partial and sub-project".

3) Only the project code and name are listed in the measures, but the project features, units of measurement and calculation rules of quantities are not listed. When compiling the bill of quantities, it shall be determined according to the project code and name specified in Section 2. 14 "Measures" of this book.

3. List of other projects

The list of other items shall be listed according to the provisional amount, provisional valuation, daywork and general contracting service fee.

(1) Provisional amount

The provisional amount is the provisional amount of the bidder and is included in the contract price. No matter what contract form is adopted, the ideal standard is that the price of a contract is its final completion settlement price, or at least the two should be as close as possible. It is stipulated in our country that budgetary estimate management should be carried out for government investment projects, and the design budgetary estimate approved by the project examination and approval department is a rigid index for project investment control. Even for commercial development projects, there is the problem of cost control in advance, otherwise, it will be impossible to predict the investment income relatively accurately and control the investment scientifically and reasonably. However, the characteristics of the project itself determine that the design of the project needs to be continuously optimized and adjusted according to the progress of the project. The owner's demand may change with the progress of the project, and there will still be some unpredictable and uncertain factors in the process of project construction. Digesting these factors will inevitably affect the adjustment of the contract price, and the provisional amount is set for this inevitable price adjustment, so as to achieve the purpose of reasonably determining and effectively controlling the project cost.

There is a wrong idea that the provisional sum is included in the contract price and belongs to the contractor (the winning bidder). In fact, even in lump sum contract, not any sum included in the contract price belongs to the winning bidder. Whether it belongs to the winning bidder or not depends on the specific contract. The tentative amount is clear from the beginning of the definition. Only after it actually happens according to the procedures agreed in the contract can it become the due amount of the winning bidder and be included in the contract settlement price. The balance after deducting the actual amount from the provisional amount still belongs to the bidder. The determination of the tentative amount does not guarantee that the contract settlement price will no longer exceed the signed contract price. Whether it exceeds the signed contract price depends entirely on the accuracy of the provisional amount forecast and whether there are other unforeseen events in the construction process.

(2) Provisional valuation

Temporary valuation refers to the amount of the inevitable but temporarily uncertain price paid by the tenderer for the materials and professional projects provided in the tender documents from the bidding stage to the signing of the contract agreement. These include temporary evaluation of materials, temporary evaluation of unit price of engineering equipment and temporary evaluation of professional engineering.

In order to facilitate contract management and valuation, it is best to include the provisional valuation in the comprehensive unit price of the bill of quantities only as the material cost, so as to facilitate the bidder's pricing. The temporary appraisal of professional projects should generally be comprehensive, including management fees and profits except fees and taxes.

(3) daily work

Daywork is set up to solve the valuation of sporadic work on site. Most common international standard contract terms have established a daywork pricing mechanism. The project manager shall measure the man-hours, the quantity of materials and the machine-shifts of construction machinery consumed in completing sporadic work, and make an evaluation and payment according to the unit price of applicable projects quoted in the daywork schedule. The so-called sporadic work applicable to day workers generally refers to the extra work that is not stipulated in the contract or caused by changes and has no corresponding items in the bill of quantities, especially those that are not allowed to agree on the price in advance.

(4) General contracting service fee

The general contracting service fee is to solve the expenses incurred by the tenderee in contracting professional projects and supplying materials and engineering equipment under the conditions permitted by laws and regulations. It requires the general contractor to provide coordination services for contracted professional projects, provide receiving, distribution and storage services for materials and engineering equipment supplied by Party A, manage the construction site and pay the general contractor. The tenderer shall estimate the cost according to the bidder's bid quotation and pay it to the bidder.

4. List of expense items

1) The list of expense items shall be listed as follows:

① Social security expenses: including old-age insurance, unemployment insurance, medical insurance, industrial injury insurance and maternity insurance.

② Housing accumulation fund.

(3) Project sewage charges.

2) 1) Items not listed shall be listed according to the provisions of the provincial government or relevant provincial departments.

(Note: According to the Notice of the Ministry of Finance, the National Development and Reform Commission, the Ministry of Environmental Protection and the State Oceanic Administration on Matters Related to Stopping the Collection of Sewage Charges (Cai Shui [20 18] No.4), the sewage charges originally included in the charges were stopped in June of 2018. )

5. List of tax items

1) The list of tax items shall include the following contents:

① Business tax.

② Urban maintenance and construction tax.

③ Additional education fees.

④ Additional local education.

2) Items not listed in1) shall be listed according to the provisions of the tax authorities.
