Are there many accents in Japanese?

There are indeed some different accents in Japanese, such as Kansai accent, Tohoku accent and Kyushu accent. However, it is also possible that the rolling tongue you are talking about is not a dialect, but a special social class and a special crowd.

That is usually said by juvenile delinquents (like Eikichi Onizuka when he was very young) and gangsters in the underworld (you see those people beating him in Japanese dramas, he is like a gangster who waits for no one).
