At the beginning of the year,

Good days are beautiful.

This is a good meeting,

Banquet this high hall.

Laugh and have fun,

It was fun.

Royal glory,

The test of life has no reins

This is my understanding. The first sentence is the beginning of freshman year, and it is also the beginning of every year. The ancients here said that the age is divided according to the Chinese New Year, not according to our current birthdays. So the overall understanding is that the time is the first day of the first month.

The first day of the first month is a good day.

The third sentence then held this wonderful party.

The fourth sentence is to invite (everyone) to hold a banquet in this high hall to entertain everyone.

The fifth sentence everyone laughed and had a good time.

The sixth sentence is not finished. Here, weiyang means it's not over yet, and weiyang means it's over. Not Weiyang Palace.

The seventh and eighth sentences are blessing sentences, wishing the royal family prosperity and wealth, which can last forever and never end.

So in the end, I guess this party should be held by the royal family.
