Changji Hui Autonomous Prefecture Tourism Regulations

Chapter I General Provisions Article 1 In order to effectively protect, rationally develop and comprehensively utilize tourism resources, maintain the order of the tourism market, safeguard the legitimate rights and interests of tourists and tour operators, and promote the scientific development of tourism, these Regulations are formulated in accordance with the Tourism Regulations of Xinjiang Uygur Autonomous Region and other relevant laws and regulations, combined with the actual situation of the Autonomous Prefecture. Article 2 Those engaged in tourism, tourism management and related activities within the administrative area of Autonomous Prefecture shall abide by these regulations.

Where laws and regulations provide for the management of nature reserves, scenic spots, cultural relics protection and religious sites, such provisions shall prevail. Article 3 The development of tourism in Autonomous Prefecture shall follow the principles of government leading, market operation, unified planning, social participation and sustainable development, adhere to the unity of ecological benefits, social benefits and economic benefits, give full play to resource advantages and highlight local characteristics. Article 4 The people's governments of autonomous prefectures and counties (cities) shall incorporate tourism as an important industry of the national economy into the national economic and social development plan, formulate the overall planning and policies for tourism development, improve the construction of tourism infrastructure and supporting facilities, support the construction of major tourism projects, cultivate the tourism market, optimize the tourism development environment and promote the sustainable development of tourism. Article 5 The tourism administrative departments of the people's governments of autonomous prefectures and counties (cities) shall be responsible for the comprehensive coordination, public service, supervision, management and guidance of the tourism industry within their respective administrative areas.

The relevant administrative departments shall, in accordance with the relevant laws and regulations and the provisions of this Ordinance, perform their duties of safeguarding and promoting the development of tourism. Chapter II Promotion and Development of Tourism Article 6 The people's governments of autonomous prefectures and counties (cities) shall establish a joint meeting mechanism for tourism development to coordinate and solve major problems in tourism development within their respective administrative areas. Article 7 The people's governments of autonomous prefectures and counties (cities) shall arrange a certain proportion of special funds for tourism development in the annual financial budget, and increase it year by year, focusing on tourism planning, key project development, public service system construction, publicity and promotion, commodity development subsidies, information construction and education and training. Article 8 The people's governments of autonomous prefectures and counties (cities) shall encourage and support the development of special tourism products and projects such as Tianshan grassland scenery tour, desert Gobi landscape tour, Silk Road cultural tour, modern urban leisure tour, winter ice and snow tour and rural holiday tour. Increase infrastructure investment in key scenic spots (spots) such as Tianshan Tianchi, and create a tourism pattern with Tianshan Tianchi as the core and the eastern tourism ring line echoing the tourism of Baili Danxia in the west. Article 9 The people's governments of autonomous prefectures and counties (cities) shall rely on prehistoric culture, stone carving culture, Silk Road culture, Tianshan Tianchi culture, ethnic folk culture, contemporary art and other cultural resources to develop tourism cultural products and enhance cultural taste. Article 10 The people's governments of autonomous prefectures and counties (cities) shall encourage and support the construction of tourist cities, towns and villages, create high-grade tourist attractions (spots), restaurants, travel agencies, ski resorts and farmhouses, and support the development of tourist commodities and souvenirs with local characteristics. Article 11 The people's governments of autonomous prefectures and counties (cities) shall encourage and support the development of leisure agriculture and rural tourism, promote the characteristic, scale, standardization and cluster development of farmhouse music, and build new villages for agriculture and animal husbandry and demonstration townships (towns) and villages with local characteristics.

The township (town) people's government shall be responsible for the organization of rural tourism planning and the examination and declaration of construction projects within their respective administrative areas. Twelfth autonomous prefecture tourism administrative departments shall organize the establishment of tourism promotion network, carry out autonomous prefecture tourism image promotion and tourism product promotion activities, and explore domestic and foreign tourist markets.

County (city) tourism administrative departments focus on promoting local tourism image, tourism resources and scenic spots (spots).

The administrative departments of culture, radio and television, press and publication shall cooperate with the tourism administrative departments to do a good job in tourism publicity; Radio, television, newspapers, websites and other public media should set up tourism columns and increase the publicity of tourism public welfare. Thirteenth county (city) people's government should establish tourism distribution centers in key tourist cities (towns), and build tourist rest places and self-driving camps along major highways.

Tourism distribution centers, tourist hotels and tourist attractions (spots) shall set up public welfare tourism information platforms, tourist consultation stations (spots) and electronic inquiry facilities to provide services for tourists.

Traffic, construction and other administrative departments shall set up tourist scenic spots (spots) guiding signs in public transportation hubs such as airports, railway stations, expressway, urban roads and tourist routes, and provide public welfare tourism information services. Fourteenth traffic administrative departments in the planning of traffic construction, should be included in the tourism traffic development planning, to ensure the construction of tourist roads.

The relevant departments shall listen to the opinions of the tourism administrative departments when planning public passenger lines and setting up sites, reasonably arrange public passenger lines and setting up sites, so that the urban public transport service network will gradually extend to the surrounding major scenic spots (spots) and rural tourist spots. Fifteenth autonomous prefectures and counties (cities) people's governments shall make use of relevant resources, organize tourism operators and practitioners to carry out tourism service norms, standards and skills training, and cultivate tourism professionals.
