When is the most complete starry sky in winter?

The milky way in winter won't appear until after 2 am.

On the winter solstice, the center of the Milky Way is in the same direction as the sun and will be covered by sunlight. What we see in the night sky is the spiral arms outside the milky way.

From 1 1 to 1 and February (before the vernal equinox), galactic plane is basically parallel to the horizon in the northern hemisphere of the earth, and its light is blocked by the horizon. The scattered starry sky we see in the night sky is basically the neighbor of the sun near Orion's spiral arm.
