The throttle lock of the motorcycle is rusty. You can drop some gasoline to clean it, then drop some oil to lubricate it, and then insert the key and try to twist it repeatedly. Generally can return to normal. If repeated cleaning is not enough, you can only use it or replace it with a new one, or you can take it off and soak it when draining.
