In the Notice on Further Strengthening the Transportation and Marketing of Fresh Agricultural Products issued by the General Office of the State Council in 2008, it was clearly stipulated that "all vehicles transporting fresh agricultural products will be exempted from road and bridge tolls". To this end, highway bureaus all over the country decided to open a "green channel" for the transportation of urban living materials, and all vehicles transporting vegetables, fruits, live animals and live birds were exempted from tolls. Vegetables and fruits are free, so there is no basis for fines on this ground.
