Not normal. The opening price of 17% is a bit large.

The normal opening of electronic throttle should be 3%. When it reaches 5%-7%, it needs cleaning. If it reaches 17%, it is not necessarily a problem with the throttle.

Valve clearance adjustment method: 1. Usually, check the valve clearance in the cold state. 2. Open the cylinder head cover and check it in turn. Usually, at the end of the compression stroke of each cylinder, the clearance between the intake valve and the exhaust valve of each cylinder is checked separately. 3. Shake the rocker arm by hand first, and check whether the valve resists. Usually, when the piston is at the top dead center of the compression stroke, the rocker arm is released. Then insert the feeler gauge into the valve clearance and take the feeler gauge as the valve clearance value. 4. If the clearance does not meet the compliance value, loosen the lock nut on the rocker arm and adjust the screw with a screwdriver. When the clearance reaches the specified value, tighten the lock nut with a screwdriver.
