Fireworks and firecrackers are prohibited in the following places:

(a) cultural relics protection units;

According to the needs of urban development, the county government can re-determine the regional scope of restricting the discharge of fireworks and firecrackers every year and announce it to the public. Article 5

In the restricted discharge area, fireworks and firecrackers shall not be set off at other times except on Lunar New Year's Eve, the first day to the fifth day of the first month, the 14th, 15th and 16th of the first month.

During the period when fireworks can be set off, only the fireworks specified in the Safety and Quality Regulations of Fireworks are allowed to be set off.

Article 7

Fireworks and firecrackers shall comply with the following provisions:

(three) fireworks and firecrackers shall not be set off in other ways that endanger public safety and personal and property safety.

Article 8

To hold a fireworks show and other large-scale fireworks display activities, the organizer shall apply to the county public security department, and after the county public security department examines and issues the fireworks display license, it will be set off at a certain time and place in accordance with the fireworks display regulations.

Article 9

Strictly control the number of retail outlets of fireworks and firecrackers in urban areas. Safety supervision departments at the county level shall, in accordance with the principles of unified planning, rational layout and total control, formulate guidance on the layout planning of fireworks and firecrackers in urban areas and guide the layout of fireworks and firecrackers.

Article 10

Engaged in the retail operation of fireworks and firecrackers shall be operated in accordance with the business premises, operating period and types of fireworks and firecrackers specified in the Fireworks and Firecrackers Business (Retail) License, and fireworks and firecrackers that should be discharged by professionals as stipulated in the Safety and Quality of Fireworks and Firecrackers shall not be sold.

Article 11

The county government set up a leading group for the management of urban fireworks and firecrackers, which is responsible for the organization, leadership, comprehensive coordination, supervision and inspection of the management of urban fireworks and firecrackers.

Article 12

Xianghe Town Government is responsible for organizing the implementation of measures to limit the discharge of fireworks and firecrackers in this area, specifically responsible for publicity and education, information reporting, law enforcement and other work in this area, and timely discouraging illegal discharge of fireworks and firecrackers.

The county public security department is responsible for the safety management of fireworks and firecrackers, and is responsible for investigating and handling illegal fireworks and firecrackers according to law.

County propaganda, safety supervision, urban management, civil affairs, education, environmental protection, market supervision and management, planning and construction, land and real estate, tourism, finance, supervision, civilization office, performance of office and other units shall, according to their respective functions, do a good job in restricting the discharge of fireworks and firecrackers.

Article 13

Party and government organs, enterprises and institutions are responsible for the publicity and management of restricting the discharge of fireworks and firecrackers.

Radio, television, newspapers, internet and other news media should do a good job in limiting the discharge of fireworks and firecrackers.

Article 14

Community neighborhood committees, owners' committees and realty service enterprises may organize residents to formulate management regulations or residents' conventions, stipulate that fireworks and firecrackers shall not be illegally sold or set off in this area, and implement supervision; It can also be agreed that fireworks and firecrackers should be set off at designated places during the period when fireworks and firecrackers can be set off, and residents and owners should abide by and implement them.

Article 15

Units and individuals have the right to discourage and report illegal sales of fireworks and firecrackers. After receiving the report, the public security and safety supervision departments at the county level shall promptly investigate and handle it.

If the personal report is verified, the informant will be given a material reward. Specific incentives shall be formulated by the county-level public security and safety supervision departments in conjunction with the financial department.

Article 16

In the time and place where fireworks are prohibited, or in a way that endangers public safety and personal and property safety, the county public security department shall order it to stop.

Article 19

Departments and their staff responsible for restricting the discharge of fireworks and firecrackers have one of the following acts, which shall be dealt with according to law and discipline; If the case constitutes a crime, it shall be transferred to judicial organs for handling according to law:

(a) do not perform the duties of fireworks safety management;

(two) do not accept the report of informants, not timely investigation and handling;

(3) approving the license application that does not meet the statutory requirements;

(four) the illegal acts that should be punished according to law shall not be punished;

(five) the illegal implementation of administrative punishment;

(six) bending the law, abuse of power for personal gain;

(seven) there are other illegal acts.

Article 20

Incorporate the propaganda and management of party and government organs, enterprises and institutions to restrict the discharge of fireworks and firecrackers into the year-end performance appraisal and civilized unit appraisal.
