What is the "chilling effect"?

A legal term, especially when discussing freedom of speech or assembly, refers to people who are afraid of being punished by the state or facing high compensation for their speech, just like cicadas keep silent in cold weather. The occurrence of chilling effect will lead to the lack of public attention, which is regarded as the adverse consequence of excessively suppressing freedom of speech or assembly.
