Step one:

Step 3:
After the spices are sauteed, put the mutton into the pot and stir-fry evenly with the spices. At this time, the fire should not be too big, let the flavor of the seasoning slowly penetrate into the mutton, and fry the mutton until the surface is golden.
Step 4:
You don't need to take out the mutton. Continue to add 1 tbsp soy sauce and 3 tbsp soy sauce to the pot, stir-fry and color, then add water to the pot, and add appropriate amount of salt and dried pepper. Boil with high fire first, then simmer with low fire 1 hour.
Pay attention to the trick: no cooking wine! At this step, many friends will add cooking wine to deodorize. In fact, cooking wine is forbidden for mutton stew. When cooking wine comes into contact with mutton, it will sour the taste of mutton and lose the delicacy of mutton itself.
Step five:
