First, it is an urgent task to strengthen the construction of cadres' work style and further optimize the development environment to build a rich, harmonious and beautiful Jiangxi.

Building a rich, harmonious and beautiful Jiangxi embodies the fundamental requirements of Scientific Outlook on Development and places good expectations on the people of the whole province. To achieve this grand goal, the cadres and the masses in the whole province need to emancipate their minds, blaze new trails and struggle tenaciously. We also need a good development environment to mobilize and stimulate the enthusiasm, initiative and creativity of all parties to the maximum extent, attract and gather talents, funds and projects from all sides as much as possible, and accelerate the rise of Jiangxi.

1. The development environment is the primary condition for cultivating development advantages and winning regional competition. At present and in the future, the development of our province is facing not only great strategic opportunities, but also complicated domestic and international economic situations and severe challenges. With the layout and implementation of the country's new round of regional development strategy, the situation of competing development across the country is more prominent and regional competition is more intense. We are faced with the grim situation of not advancing or retreating, and slowly advancing or retreating. Environment is the biggest brand. Under the new situation that the infrastructure gap in different regions is rapidly narrowing and the preferential effect of policies is decreasing, the most important thing for regional development competition is the competition of development environment. 2. The style of cadres is the decisive factor for the development environment. Cadres at all levels are organizers, managers and service providers of economic, political, cultural and social construction. 3. Strengthen the construction of cadres' work style and further optimize the overall requirements of the development environment. The provincial party committee and government have always attached great importance to the style of cadres and the construction of development environment. The general requirement is to take the implementation of the spirit of the 13th National Congress of the Communist Party of China as the driving force, to solve the outstanding problems that affect the development environment in terms of cadres' work style as the breakthrough point, to focus on ideological education, perfecting the system, centralized rectification and strict discipline, and to focus on achieving the highest national goal of administrative examination and approval efficiency, and to strive to create a favorable and efficient government affairs and service environment, a relaxed and transparent market and enterprise operating environment, a fair and just legal and social environment, and a vibrant innovation and entrepreneurship environment, so as to further enhance the internal cohesion and external attraction of the development environment.

Second, focus on solving outstanding problems in the style of cadres.

At present, the style of cadres in the province is generally good. However, there are also some problems that cannot be ignored. Although these problems appear in a few organs and cadres, they have different degrees of severity and different forms of expression, which have extremely bad influence and great harm. They seriously deviate from the new expectations of the people, the new image that cadres should have and the new needs of innovation and development, and must be solved with great efforts. We must firmly grasp the outstanding problems that investors and entrepreneurs have strongly reflected and the key problems that the masses and the grassroots hate, and earnestly rectify them with strong determination and iron discipline.

1. Focus on solving the problems of mediocrity, laziness and looseness in work style. 2. Focus on solving the problem of false, floating and rough leadership style. 3. Focus on solving the problems of selfishness, extravagance and greed. We must always maintain a strong sense of professionalism and responsibility, and always adhere to the value orientation of career first and people's interests first; Maintain the fine style of hard work, pay attention to cultivating healthy life interest and noble spiritual pursuit, and consciously resist money worship, hedonism and extravagance; Consciously abide by the "Code of Integrity" and the relevant provisions of cadres' honesty and self-discipline, so as to resist corrosion and never stick to it, and always maintain a clean and honest political nature.

Third, further optimize the development environment and achieve new results.

Optimizing the development environment is a long-term and basic work, which must be promoted by systematic thinking and innovative methods, highlighting efficiency construction and grasping key links, so as to create an excellent development environment and achieve new results.

On the basis of consolidating the achievements of administrative examination and approval reform, we will continue to substantially reduce the items and time limits for non-administrative licensing examination and approval. Promote the re-engineering of examination and approval workflow, minimize work links, simplify work procedures, shorten work time limit, and focus on solving the inefficiency in administrative examination and approval. Seriously correct the formal examination and approval items such as registration, filing, annual inspection, producer, appraisal, examination and approval, quasi-sales certificate and quasi-transportation certificate. All projects that can be decentralized are decentralized to the grassroots level, and all non-administrative examination and approval items are not allowed to set the approval threshold in disguise. All projects that can be approved online will be approved online, all projects that can be approved in parallel will be approved in parallel, and all matters that can be handled in one stop will be solved in the administrative service hall. It is strictly forbidden to create artificial obstacles, resolutely hand over things that the government should not manage to enterprises, society and the market, and promote the transformation of public institutions from examination and approval to service. 4. Further standardize the market order. In order to maintain the continuity and stability of development policies, preferential policies in line with national laws and regulations must be put in place. In particular, we should conscientiously implement various preferential policies to promote the transformation of development mode, give full play to the guiding role of policies, and strive to build a clean government. Around the land use rights and mining rights bidding, approval and transfer, planning and management, project implementation and quality management, material procurement, funding arrangements and other important links, improve the construction of laws and regulations. Establish and improve the provincial comprehensive evaluation expert database, enterprise illegal record information database, commercial housing volume rate and cost publicity system, construction market credit management system, and standardize the behavior of market participants. We will further promote the special rectification of intermediary organizations, increase penalties for illegal acts of intermediary organizations and employees, and focus on solving outstanding problems such as incomplete decoupling from competent departments, irregular service and charging behaviors, damage to the interests of enterprises and the masses, and chaotic internal management, so as to realize the marketization of intermediary services. Severely crack down on illegal acts that disrupt the market economic order and production and operation order and harm the interests of investment entrepreneurs, and create a market environment of equal competition and a development environment for safe operation for all kinds of enterprises in terms of market access, acquisition of production factors, legal protection and policy support.

The fourth is to adhere to strict requirements and ensure that all measures are implemented.

To strengthen the construction of cadres' work style and further optimize the development environment, we must persist in strengthening ideological education and discipline constraints, combine institutional norms and measures with the use of scientific and technological means, carry out centralized rectification and improve the long-term mechanism, adhere to a multi-pronged approach, promote reform and innovation, and ensure that all measures are implemented.

1. Strengthen learning and education. Party committees and governments at all levels should give priority to strengthening the study and education of cadres and public officials, which runs through the construction of work style.
