Measures of Zhejiang Province on Science and Technology Awards

Article 1 In order to encourage scientific and technological innovation and promote scientific and technological progress and social and economic development, these Measures are formulated in accordance with the Regulations on National Science and Technology Awards and in light of the actual situation of this province. Second provincial people's government set up science and technology awards to reward individuals and units that have made outstanding contributions in science and technology activities in this province. Article 3 The recommendation, evaluation and award of provincial science and technology awards shall follow the principles of openness, fairness and impartiality. Fourth provincial administrative departments of science and technology in charge of the province's science and technology awards. Fifth provincial science and technology awards are divided into four grades: major contribution award, first prize, second prize and third prize. The major contribution award is reviewed every 2 years 1 time, and the number of people awarded each time is no more than 3; The first prize, the second prize and the third prize are reviewed 1 time every year, and no more than 280 scientific and technological achievements are awarded every year. Sixth provincial science and technology major contribution award awarded to individuals who meet one of the following conditions:

(a) made a major breakthrough in the forefront of contemporary science and technology or made significant achievements in the development of science and technology;

(two) in the process of scientific and technological innovation, transformation of scientific and technological achievements and industrialization of high and new technology, it has created great economic or social benefits for this province. Seventh provincial science and technology award first prize, second prize, third prize awarded to meet one of the following conditions:

(1) Having made important contributions in basic research or applied research activities;

(two) there are major technological inventions in products, processes, materials and systems, and have created remarkable economic or social benefits;

(three) in the implementation of technology development, social welfare, national security, major projects and other projects, the application of advanced scientific and technological achievements, creating significant social or economic benefits;

(4) Making breakthroughs in the research of management science and decision-making science, and playing an important guiding role in practice. Eighth provincial science and technology award candidates and candidate projects recommended by the following units and personnel:

(1) The Municipal People's Government with districts;

(two) all departments and institutions directly under the provincial people's government;

(three) other units and experts that meet the prescribed qualifications as determined by the provincial administrative department of science and technology. Ninth provincial people's government to set up the provincial science and technology award evaluation committee (hereinafter referred to as the evaluation committee), the main responsibilities are:

(a) review the provincial science and technology award candidate projects;

(two) to evaluate the candidates for the provincial science and technology award;

(three) to report the results of evaluation and appraisal to the provincial administrative department of science and technology and put forward suggestions on the winning projects, candidates and reward levels;

(four) to provide advice for the provincial science and technology awards. Article 10 A bid evaluation committee consists of a chairman, vice-chairmen and members. The chairman shall be the leader of the provincial administrative department of science and technology responsible for the work of science and technology awards. The vice-chairmen and members shall be appointed by the provincial administrative department of science and technology among experts and scholars in related fields according to the professional conditions of recommended candidate projects, and shall be reported to the provincial people's government for the record. The term of office is 2 years and can be renewed at the expiration of the term.

The daily work of the review committee shall be undertaken by the provincial administrative department of science and technology. Article 11 The evaluation committee may, according to the industry distribution of the candidate projects in the current year, organize corresponding industry evaluation groups to be responsible for the preliminary evaluation of science and technology awards within the relevant evaluation scope. The industry review team is responsible for the review committee and reports its work.

The members of the industry review group are composed of experts and scholars in related fields hired by the provincial administrative department of science and technology. Members of the review committee may concurrently serve as members of the industry review group. Twelfth members of the review committee and the members of the industry review group shall keep the review and the technical content of the project strictly confidential. Thirteenth recommended provincial science and technology award candidates or project completion, shall not participate in any capacity to recommend the annual review. Fourteenth members of the review committee and members of various industry review groups shall be withdrawn upon the decision of the review committee in any of the following circumstances:

(a) having a close relationship with the candidate recommended by the provincial science and technology award or the project completion person;

(two) have a direct interest in the recommended provincial science and technology award candidates or project completion. Fifteenth the review committee and its industry review group shall, in accordance with the corresponding national scientific and technological achievements evaluation system, use the registered trademark to evaluate. Article 16 After the initial evaluation is completed, the industry evaluation team shall submit the initial evaluation results sorted by scores to the evaluation committee. The preliminary evaluation results of seventeenth provincial science and technology awards shall be published in the provincial major media. Any unit or individual who has any objection to the candidates for the provincial science and technology award and the candidate projects can submit it to the provincial administrative department of science and technology within 30 days from the date of publication of the preliminary evaluation results of the provincial science and technology award, and the provincial administrative department of science and technology will handle it. Article 18 After the objection handling procedure is completed, the evaluation committee shall, based on the preliminary evaluation results and the handling of objections, determine the reward scheme and put forward reward suggestions on the basis of comprehensive evaluation. Nineteenth of the provincial science and technology award candidate projects, the review committee shall hold a defense meeting, and review item by item.

The project completion person shall attend the defense meeting and answer the questions raised by the evaluation Committee. Article 20 The review committee shall hold a meeting to discuss major issues in the review and vote by secret ballot. The voting shall be attended by more than two thirds of the judges.

Major matters such as the major contribution award of the provincial science and technology award and the award scheme of the first prize shall be passed by more than 2/3 of the judges who participated in the voting; The award scheme for the second prize and the third prize shall be approved by more than half of the judges who participated in the voting.
