Article XII encourages and guides private economic organizations to participate in the restructuring and listing of state-owned enterprises, mergers and reorganization, project investment through equity participation, holding, asset acquisition and other forms. Article 13 The people's governments at or above the county level in the formulation and implementation of national land space planning, should be in line with national industrial policy and achieve the required investment intensity of private economic organizations to support the project land.

Encourage, support and guide private economic organizations to start business in the development zones and enjoy the relevant preferential policies in the development zones according to law.

The people's governments at or above the county level can supply land for industrial projects of private economic organizations that give priority to the development of industries and have intensive land use by means of long-term leasing, leasing and then letting, combination of leasing and letting, and flexible letting, etc., so as to provide guarantees for the business start-ups of private economic organizations.
