(A) the phenomenon of illegal production and processing of food by enterprises can not be ignored.

On the one hand, a few lawless elements illegally use food additives and non-food raw materials to produce processed food, which has a bad influence. On the other hand, the overall quality of the existing food industry is still at a low level, and the manual and family processing methods with poor health guarantee ability occupy a considerable proportion in food processing. Some employees have not even received health examination, and the production and processing of food without a license in rural areas and urban-rural fringe have been repeatedly banned, which has caused great hidden dangers to food safety.

(2) The food circulation is not standardized.

First, many food enterprises are small and chaotic, with difficulty in traceability management, low level of graded packaging and even illegal use of substandard packaging. Second, some enterprises use preservatives and preservatives excessively in the process of food procurement, storage and transportation. Third, some operators sell fake and inferior food and spoiled food. Others peddle "three noes" food and fake and shoddy food without factory name and address, factory certificate and shelf life in rural markets, urban-rural fringe and around the campus, which seriously harms the health of urban and rural residents and minors.

(3) The food safety standard system lags behind.

China has different food industry standards, such as national standards, industry standards, local standards and enterprise standards. National standards are divided into hygiene standards and product quality standards, which basically form a national food standard system consisting of basic standards, product standards, behavior standards and inspection method standards. However, there is still a big gap between China's food standards and the actual demand of food safety situation or compared with international basic food safety standards.

(four) the detection level is low, can not meet the current needs.

China's food safety inspection and testing institutions are distributed in many government departments, such as the Ministry of Agriculture, the Ministry of Health and the General Administration of Quality Supervision, Inspection and Quarantine. Many departments are engaged in the management of the same behavior, and the starting point and management methods are basically similar, which makes the originally scarce resources more stretched and affects the supervision and deterrence of food safety. The new rapid and sensitive detection methods are still mainly used in research units.

(E) The quality of the food safety guarantee team needs to be improved.

There is an extreme shortage of technicians who know both food safety professional knowledge in food production, marketing and management institutions, technicians who know both macro management and professional knowledge in food production departments, various farmers' markets and food market management institutions, and technicians who can ensure food safety and hygiene for consumers, which cannot provide scientific basis for the formulation of laws and standards related to food safety technology, and lack monitoring networks and laboratory analysis means.

People's Republic of China (PRC) Food Safety Law Article 2 Whoever engages in the following activities within the territory of People's Republic of China (PRC) shall abide by this law:

(a) food production and processing (hereinafter referred to as food production), food sales and catering services (hereinafter referred to as food business);

(2) Production and operation of food additives;

(3) Production and operation of packaging materials, containers, detergents and disinfectants for food and tools and equipment for food production and operation (hereinafter referred to as food-related products);

(four) the use of food additives and food-related products by food producers and operators;

(5) Storage and transportation of food;

(6) Safety management of food, food additives and food-related products.

The quality and safety management of edible agricultural products (hereinafter referred to as edible agricultural products) shall comply with the provisions of the Law of People's Republic of China (PRC) on the Quality and Safety of Agricultural Products. However, the sales of edible agricultural products, the formulation of relevant quality and safety standards, the publication of relevant safety information and the provisions of this law on agricultural inputs shall abide by the provisions of this law.

Article 3 Food safety work shall be based on prevention first, risk management, whole process control and social governance, and a scientific and strict supervision and management system shall be established.
