Investigation report on the reform and development of geological prospecting units in Zhejiang Province

In order to further implement the State Council's decision on strengthening geological work, comprehensively strengthen the management of geological exploration industry, and promote the reform and development of geological work, the Geological Exploration Department of the Ministry of Land and Resources organized a research group composed of the Geological Exploration Association of China Mining Association, the Ministry Information Center and the Economic Research Institute to go to Zhejiang Province for investigation from June 4, 2007 to 1 1. This paper mainly introduces the basic situation, basic experience and achievements of the reform and development of geological prospecting units in recent years, as well as the present situation and existing problems of geological prospecting teams. The investigation and experience are reported as follows.

I. Basic information of the investigation

In order to do a good job in the investigation, the investigation team made careful preparations before leaving, formulated a detailed investigation plan and outline, worked out the basic units and contents of key investigations, designed questionnaires, and conducted investigations with the Zhejiang Provincial Department of Land and Resources, the Zhejiang Geological Survey Bureau and representative basic geological exploration teams in various ways, such as symposiums, questionnaires and field visits. The research team went deep into the grass roots, learned about the basic situation, main achievements, accumulated experience and existing problems of the reform and development of different types of geological prospecting teams in recent years, especially after the promulgation of the Decision, and listened to the voices of the frontline geological prospecting teams.

On the basis of understanding the basic situation of the reform and development of the geological prospecting team in Zhejiang Province, this investigation focused on the hydrogeology engineering geological brigade of Zhejiang Geological Exploration Bureau and the eleventh geological brigade of Zhejiang Province. Through investigation, the basic ideas of reform and development of geological prospecting units and the main measures to strengthen geological work are understood. Generally speaking, after the promulgation of the decision, the geological prospecting units have further defined the tasks and directions of geological work, unified everyone's understanding, enhanced everyone's confidence and inspired everyone's spirit. Geological work is coming out of the trough. Geological work, as a resource foundation, an environmental foundation and an engineering foundation, is showing its multi-functional role in serving the sustainable development of economy and society, showing a thriving scene. The continuous improvement of working environment and living conditions has played an increasingly important role in local economic development. However, there are still many problems to be solved urgently in the geological prospecting team, such as housing shortage, talent shortage and backward technology and equipment.

Second, the main experience of the reform and development of geological prospecting units in Zhejiang Province

Geological prospecting units in Zhejiang Province actively adapt to the needs of the development of the situation, seize the opportunity, continuously deepen the reform, have clear objectives and clear ideas, and actively and steadily advance. Its basic characteristics are: First, actively strive for the support of local governments, clarify the nature of geological prospecting units as public welfare institutions, better solve the problem of social pooling of geological prospecting workers (entering local pension pooling), keep the annual growth rate of geological prospecting fees at 8%, and create a good environment for geological prospecting units to further deepen reform and development. Second, the localized geological prospecting units have achieved organic integration and harmonious development. Except for a few geological exploration teams that have not yet been localized, the localized geological exploration teams have been organically integrated (about 80% of the total number of geological exploration teams) and are under the unified management of the Geological Exploration Bureau, which is conducive to the overall coordination of geological exploration teams; Third, adhere to demand orientation, seek development according to local conditions, give full play to the multi-functional role of geological work as a resource foundation, an environmental foundation and an engineering foundation, integrate into the local economy, expand the geological industry and expand the service field; Fourthly, correctly handling the relationship between reform, development and stability, insisting that development is the last word, and persisting in separating government from enterprise and advancing steadily are conducive to strengthening geological work, mobilizing the enthusiasm of geological prospecting teams, promoting the development of geological prospecting economy, organically combining reform, development and stability, and actively and steadily carrying out reforms.

(1) The government standardizes management, creates a market atmosphere, and promotes the reform and development of geological prospecting units.

The land and resources management department of Zhejiang Province pays attention to standardized management, creating atmosphere and opportunities for the development of geological prospecting market and favorable conditions for the further reform and development of geological prospecting units. In actual management, starting with standardizing the management functions of mineral development, mineral resources reserves, geological exploration and geological environment, the commercial geological exploration market has been actively cultivated and expanded, and a geological exploration market has been formed, including mineral exploration, mineral resources planning, reserves audit and dynamic monitoring, mineral development and utilization scheme formulation, mine environment management, geological disaster assessment and management, etc.

Especially since 2000, the province has successively compiled and completed the provincial, city and county mineral resources planning, geological disaster prevention planning and mine environmental protection and governance planning, and studied, formulated and promulgated the Interim Measures for the Management of Mineral Resources Development and Utilization Scheme in Zhejiang Province, the Notice on Further Standardizing the Audit of Construction Land Projects Overlying Mineral Resources, the Interim Measures for the Project Management of Zhejiang Geological Exploration Fund and the Opinions on Strengthening the Risk Assessment of Geological Disasters in Construction Land. According to preliminary statistics, in recent years, there are more than 500 commercial geological survey projects related to land and resources management functions in the province, such as mineral development, mineral resources reserves, geological exploration and geological environment investigation, among which the contract amount of various commercial geological survey projects reached more than 300 million yuan in 2006. By continuously expanding the service field of commercial geological work, on the one hand, it meets the needs of administrative standard management of geology and mineral resources, on the other hand, it also wins the market for geological prospecting units and promotes the reform and development of geological prospecting units.

(two) adhere to the separation of government and enterprise, and constantly deepen reform.

Zhejiang province adheres to the overall goal and direction of separating government from enterprise, and performs its duties according to the overall idea of governing the government by the office and managing the affairs by the bureau. The provincial government has made it clear that the Provincial Geological Survey Bureau is a department-level institution under the centralized management of the Provincial Department of Land and Resources. The former Geological Exploration Bureau of the Ministry of Geology and Mineral Resources, the Geological Bureau of the Nuclear Industry and the Nonferrous Geological Exploration Bureau were established after localization and unified management. The bureau refers to the management of civil servants, and the geological team is a public welfare institution. The overall social planning of employees in geological prospecting units has been completed, and the team is relatively stable. According to the spirit of the national system reform and the requirements of the provincial government, the reform is deepening. The basic idea of reform is: Geological Exploration Bureau is a public service bureau managed by civil servants; The geological team is a public welfare institution and is staffed according to the establishment; The subordinate enterprises of the geological team implement the separation of government from enterprise.

In the reform, enterprises are completely separated from enterprises: some geological prospecting units engaged in public welfare geological exploration, management and management of retired workers in the base are clearly defined as geological exploration (institutions), while other second-level legal entities (or unincorporated units) engaged in production and management are clearly defined as enterprises. The specific approach is:

First, realize the separation of owners and operators in the property right relationship, and make it clear that geological prospecting units are the main investors and enterprises are the main operators and profit centers. Geological prospecting units as investors have corresponding property rights, and enterprises as business entities have legal person property rights. Geological prospecting units shall enjoy corresponding rights and interests according to the capital contribution, and enterprises shall operate independently and be responsible for their own profits and losses according to law. Second, effective management of geological prospecting fees, which are mainly used for development, control by geological prospecting units, strengthening investment, and improving the quality and quantity of assets through effective operation of geological prospecting fees. The third is to thoroughly reform the personnel cadre management system. The leading bodies of geological prospecting units are separated from those of enterprises. Enterprises give priority to employees of geological prospecting units, sign labor contracts and establish labor relations. Senior geological professionals needed by geological prospecting units to improve the level of geological exploration and related talents needed to improve the level of investment management shall be introduced by geological prospecting units, and employment contracts shall be signed according to the requirements of personnel system reform of public institutions. The fourth is to determine the assessment system of geological prospecting units. After the separation of government and enterprise, the assessment contents of the geological prospecting bureau on the team of geological prospecting units are mainly the preservation and appreciation of state-owned assets, the use of geological prospecting fees, the stability of personnel, the construction of the team itself and the construction of spiritual civilization. Geological prospecting units only assess the preservation and appreciation of state-owned assets and the performance of leading bodies, and enjoy corresponding rights and interests according to investors. According to the characteristics of public welfare institutions, we will focus on strengthening the reform and improvement of internal mechanisms, especially the personnel system, employment system and distribution system. For example, since 1984, the hydrogeology engineering geological brigade has implemented contract management for employees to solve the problem of being able to enter and exit; 1999 implements the employment system for new college students and signs contracts every three years to solve the problem of being able to enter and leave.

(C) into the local economy, expand the geological market

As a developed province in the east, the focus of geological work in Zhejiang has changed greatly. How to give full play to its geographical advantages, adapt to the needs of economic and social development and integrate into the local economy as soon as possible is a universal problem. In this respect, there are similarities between Zhejiang Province and Jiangsu Province. Zhejiang Geological Exploration Team pays attention to the new trend and development of geological exploration, and uses various new technologies and methods of geological exploration to serve the local economic development of Zhejiang and expand the geological market.

First, vigorously develop the geological exploration industry to provide mineral resources and geological data guarantee for the economic development of the country and Zhejiang. Geological prospecting teams make full use of their own advantages and specialties, rationally develop and utilize the geological data formed in the past 50 years, and obey and serve the overall situation of regional economic construction. First of all, continuously improve the level of various geological work in Zhejiang Province, and provide the necessary mineral resources and geological data guarantee for the national economic and social development of the province; Secondly, actively undertake the mineral resources planning tasks assigned by the provincial, municipal and county governments, and provide basic and high-level services for the strategic decision of the local government to protect and rationally utilize mineral resources.

The second is to assist the government in exploring and preventing geological disasters. With the increase of expressway and tunnel construction projects, man-induced geological disasters have increased sharply. Geological disasters have been listed as one of the four major disasters in Zhejiang Province, which has attracted great attention from governments at all levels. Every year, the Zhejiang provincial government prepares the prevention and control plan of geological disasters in flood season, and local governments have correspondingly increased their investment in the prevention and control of geological disasters, and many places have also carried out the preparation of the prevention and control plan of geological disasters. Geological exploration teams have been providing technical support for local governments to control geological disasters for many years.

Third, actively expand the field of geological work services. Through scientific and technological innovation, introduce new theories and methods, explore environmental geology, disaster geology, urban geology, agricultural geology, tourism geology and other fields, and constantly broaden the service scope of geological work. For example, agricultural geology, through the determination of chemical elements in agricultural soil, the growth environment of grain crops and the geological environment of famous and excellent agricultural products, has found a scientific basis for increasing production, improving quality and expanding planting area of famous and excellent agricultural products such as Yuhuan pomelo, Huangyan tangerine, Lin 'an hickory and Xihu brand Longjing tea. In recent years, the Zhejiang Provincial Party Committee and the provincial government have proposed to vigorously develop benefit agriculture, which has opened up broad prospects for agricultural geological work.

Fourth, give full play to the advantages of engineering survey technology to serve major engineering construction and urbanization development. Make full use of the strong advantages of engineering survey technology, and play an important basic role in the construction of national and provincial key projects such as railways, expressway, ports, docks, airports and nuclear power plants. Provide hydrogeological and engineering geological survey services for various capital construction and urbanization construction, and provide technical parameters and quality inspection services for various construction projects.

(four) to carry out the spirit of decision, clear the direction of development, and expand the geological prospecting industry.

After the State Council's decision on strengthening geological work was issued, Zhejiang Province held a provincial geological work conference, issued the "Implementation Opinions on Implementing the State Council's Decision on Strengthening Geological Work", put forward the overall requirements, basic principles and main tasks of strengthening geological work in the whole province, and deployed relevant work in time. Relevant geological prospecting units further clarify the development direction and determine the future development strategy. For example, the Bureau of Geological Exploration proposed to strengthen geological exploration with all efforts, one is to strengthen prospecting, and the other is to strengthen geological environment work.

After the promulgation of "the State Council's Decision on Strengthening Geological Work", the 11th Brigade of Zhejiang Province has adjusted its industrial structure. The overall development ideas of the Eleventh Five-Year Plan are as follows: First, further strengthen geological exploration and strive for a breakthrough in resource development; Second, consolidate and develop the engineering survey industry, strengthen technological innovation, build brands and strengthen industrial extension; Third, moderately develop other industries with market demand, good benefits and a certain foundation. The leading group attaches great importance to expanding the geological prospecting industry, actively introducing talents, strengthening exploration by self-financing, implementing the "going out" strategy, participating in mineral exploration in the central and western regions and overseas, strengthening technological upgrading, and actively cooperating with Canada and other countries to carry out deep prospecting.

(5) Pay attention to perfecting the mechanism and establishing a modern management system.

In the reform of geological prospecting team and the development of geological prospecting economy, it has become the consensus of geological prospecting units to insist on efficiency from management and stabilize the staff. In management, it is mainly to further improve and strengthen responsibility management, asset management, distribution management, safety management and grass-roots management. Zhejiang Hydrogeology Engineering Geology Brigade pays close attention to quality management and improves market competitiveness. The 11th Brigade of Zhejiang Geological Exploration Bureau takes the reform of property right system as a breakthrough to promote the establishment of enterprise management system.

Since 1999, Zhejiang Hydrogeology Engineering Geology Brigade passed the quality system certification, the quality assurance system tends to be perfect, the operation is becoming more and more standardized, and the quality management has formed a set of workflow: clear objectives → work plan → implementation → inspection → analysis and transformation.

Taking the reform of property right system as the breakthrough point and promoting development through reform, the 11th Brigade of Zhejiang Geological Exploration Bureau has formed an enterprise system with strong market competitiveness, which is more conducive to fully mobilizing employees' enthusiasm and taking risks. Several modes of property right system reform of detachment 11: First, for all secondary units to which detachment belongs, the parent-subsidiary company system with capital as the link between detachment and subordinate units is gradually established, and the relationship of responsibility, right and benefit between detachment and subordinate units is clarified through the contract management responsibility system; Second, the brigade's investment in newly established enterprises basically takes the form of diversified company system, and the main investors absorbed are social legal person investors; The third is to reform the original secondary wholly-owned enterprises of the brigade. With the approval of the ministries and agencies (provincial bureaus), the shareholding system transformation of South Zhejiang Geological Engineering Company was completed; In the second half of 2002, the restructuring of Wenzhou Engineering Survey Institute was completed. Fourth, in the process of restructuring, the pilot project of operator shareholding was carried out for Shuopu Company, South Zhejiang Company and Survey Institute, which solved the relationship between the long-term interests of enterprises and the short-term interests of operators. Fifth, the restructuring of Wenzhou Geological Development Co., Ltd. was completed, which laid the foundation for the reform of geological prospecting institutions in the future. Now it is renamed as Zhejiang Huakun Geological Development Co., Ltd., in which employees will hold 58.6% of the shares and the 11th Team will hold 4 1.4%. The framework of collectivization development has been initially formed, which has created conditions for taking the road of collectivization development in the future and laid the foundation for the reform of geological prospecting institutions and the commercialization of geological prospecting units after the separation of government from enterprises.

Three, the main problems and challenges faced by geological prospecting units

In the process of reform, geological prospecting units in Zhejiang Province have clear ideas and clear goals, and solved major problems such as overall planning for the aged. Of course, some problems left over from history also need to be further solved.

(A) housing conditions are difficult, and monetary subsidies are difficult to reach the designated position.

On the whole, the geological prospecting team in Zhejiang is basically fifty-fifty, with many retirees, many historical debts and heavy development burden. Among all the problems left over from history, housing is the most important and prominent problem, with generally poor housing conditions and a huge gap in monetized housing subsidies.

(B) outdated infrastructure, it is difficult to update

Capital construction investment included in provincial budget investment plan. Due to the particularity of geological work and historical reasons, the problems of base construction and staff housing of geological prospecting units in our province are very prominent, which need urgent maintenance, transformation and relocation. The provincial government is very concerned about this issue, and the next step will be to organize relevant departments to carry out research.

(C) the market competitiveness of the geological prospecting team is not strong

The geological team has a poor foundation and its market competitiveness is not strong in developed areas. For example, the per capita net assets of Zhejiang Geological Exploration Bureau is 50,000 yuan, which is less than half of that of the whole province, and the gap with other large state-owned enterprises is even greater.

(D) uneven development of different geological exploration teams

Judging from the development of geological exploration teams in the mainland of Zhejiang Province, the development environment of localized geological exploration teams is relatively good, and the problems such as the integration of geological exploration teams into geological exploration bureaus, including geological teams such as the former Ministry of Nuclear Industry and Nonferrous Metals Bureau, and the overall planning of old-age care have been basically solved. However, the development environment of metallurgy, coalfield and building materials without localization needs to be improved, and it is even more difficult to have a geological prospecting team without localization.

Fourth, experience and suggestions.

As a relatively developed province, the pace of reform and development of geological prospecting units in Zhejiang Province is also relatively fast. The provincial government has determined the nature of the geological prospecting bureau as a public institution, and defined its positioning and staffing plan. Reform and development need to be actively and steadily promoted under the macro guidance of the State Council and in accordance with the deployment and requirements of the provincial party committee and government.

(A) to strengthen the macro guidance for deepening the reform of geological prospecting units

From the investigation, it is agreed that we should adhere to the classified guidance in accordance with the requirements of the the State Council document, promote the development of geological prospecting units, and mobilize the enthusiasm of geological prospecting workers. The reform process varies from place to place. It is necessary to further strengthen the publicity of the the State Council document and the discussion on the reform and development of geological prospecting units, unify their understanding, strengthen their beliefs, adhere to the separation of public welfare and commercial geological work, adhere to the separation of government from enterprises, and adhere to the general direction of enterprise geological prospecting units. All provinces (regions) should promote reform according to local conditions.

(2) Steadily push forward the reform process of geological prospecting units.

Therefore, we must correctly handle the relationship between reform, development and stability, carry out reform with a scientific and pragmatic attitude, and aim at harmonious and sustainable development. According to the spirit of the Central Committee and the State Council, adhere to the direction of separating public welfare geological work from commercial geological work, steadily push forward the reform process of separating government from enterprise in geological prospecting units, and constantly improve the competitiveness of geological prospecting units in the process of reform and development. For the reform of geological prospecting units, it is suggested to give full play to the role of provincial (district) people's governments and adjust measures to local conditions.

(C) to further standardize the mining rights market

With the in-depth implementation of the Decision, geological prospecting units are faced with a great opportunity to integrate into local economic development as soon as possible. Only by improving their own competitiveness can geological prospecting units better enter the market and move towards enterprise management. Geological prospecting units should not only give full play to their own advantages, but also give full play to the talents and technical advantages of geological exploration, and the accumulation of capital is also very important, among which obtaining mining rights is a main way. However, with the rapid development of China's economy and society, the "bottleneck" of resources is increasingly apparent, and people's desire for resources is increasingly strong. In the process of application and acquisition of mining rights, there are great differences between geological prospecting units and local governments, and there are contradictions in the process of application and registration of mining rights. It is necessary to further standardize the mining rights market, create a scientific, equal and harmonious atmosphere, and promote the healthy and orderly development of the mining rights market.

(4) Strengthening the management of geological prospecting industry.

"Decision" clearly put forward to do a good job in the management of geological exploration industry, requiring the State Council and provincial land and resources management departments to effectively perform the management functions of geological exploration industry. According to the investigation, the actual situation of various regions and units varies greatly, and there are also many problems, so it is necessary to strengthen the management and guidance of geological prospecting industry. First, do a good job in macro-guidance of the geological prospecting industry and unify their thinking and understanding, such as organizing a meeting of directors of the State Geological Prospecting Bureau; Second, strengthen the exchange of experience in the reform and development of geological prospecting units, promote each other, learn from each other and develop together; The third is to unify standards and norms. For example, the current geological exploration price system is mainly formulated for the large-scale investigation of land and resources, which is difficult to meet the needs of the development of geological exploration market. In accordance with the requirements of the development of market economy, we should constantly improve and formulate the geological exploration quota standard system that meets the requirements of marketization.
