During his 24 years in office, he emphasized the rule of virtue, advocated etiquette, and attached importance to the development of agriculture, which made the Western Han society stable, the population prosperous, and the economy restored and developed. His rule with Emperor Han Jing was called "the rule of culture and scenery."
