I. Logistics Park, Logistics Center and Distribution Center

In order to accelerate the transformation of traditional commerce and storage and transportation industries to marketization and modernization, realize the rational distribution of logistics and logistics (distribution) centers nationwide, and form an efficient, smooth and networked modern commodity logistics system, the state has formulated macro policies to promote the development of logistics (distribution) centers, and many large and medium-sized cities and regions in China have put forward the development goals of building urban modern logistics. As an important part of urban modern logistics, the author first analyzes and discusses its connotation, causes and functions.

(1) Logistics Park

Logistics park is a place where one or more logistics centers are concentrated in space, and it is a logistics distribution center with a certain scale and comprehensive service functions.

Logistics parks are widely used in some developed countries. The main reasons are as follows: (1) Logistics parks make freight transport more orderly, which is conducive to alleviating urban traffic pressure; (2) Reducing the adverse effects of logistics on the urban environment, coordinating large warehouses with the environment, and centralized disposal of wastes; (3) Promote the structural adjustment of urban land use. Logistics park is conducive to resource intensive and unified management; (4) Improve the scale benefit of logistics operation. Logistics park can gather a group of logistics enterprises to realize the specialization and complementarity of logistics enterprises. At the same time, these enterprises can also enjoy some infrastructure and supporting service facilities, reduce operating costs and expenses, and obtain economies of scale; (5) to meet the needs of the development of combined transportation of goods.

Logistics Park is the gathering place of many large-scale logistics centers or distribution centers. Generally, it mainly uses land for storage, transportation and processing, and also includes some supporting facilities such as information, consultation, maintenance and comprehensive services. After analyzing the market demand and future development, its scale can be used to plan a regional development logistics park. The specific scale is determined by the market demand and the level of urban development. The construction of logistics park has a long history in Japan, but it is also a new thing in western countries. Logistics parks are being planned and built in China, Shenzhen and Beijing. The construction of logistics park is a new trend of the development of modern logistics industry, and it is still in the process of rapid development.

(2) Logistics Center

The main functions of the logistics center include transportation, warehousing, loading and unloading, handling, packaging, distribution and processing, and logistics information processing. A realistic logistics center should have its core functions according to its environment, and the functions of the logistics center can be extended up and down as needed. In actual design, the most important thing is to determine how to extend up and down and the extension range according to the situation. Logistics center is the result of optimizing distribution channels, perfecting distribution network and reorganizing business, and it is also the product of the application of third-party logistics theory.

The emergence of logistics centers is based on the following factors: (1) Due to the expansion of city scale, economic exchanges between cities are more frequent, resulting in a sharp increase in logistics volume. This is the most basic condition for establishing an integrated logistics center; (2) Managing the distribution of urban goods through the logistics center can alleviate the contradiction that the original scattered dedicated lines and freight stations occupy a lot of valuable land resources. Trunk transportation between integrated logistics centers and distribution in urban areas are effectively combined into a new modern logistics system, thus improving the whole logistics; (3) The sustainable development of the city is also an important condition for establishing an integrated logistics center. Through reasonable logistics planning and organization, limit the running time and quantity of cars in the city. The scheme of integrated logistics center can provide a feasible choice for effectively solving these problems, so it is paid more and more attention by large and medium-sized cities. (4) Now science and technology can provide strong support for several key areas of integrated logistics center. Network technology and information technology make it possible to manage logistics with low cost and high efficiency.

The effective connection function of logistics center is mainly manifested in the effective connection of different modes of transportation such as roads and railways. The role of integrated logistics center in improving logistics level is mainly manifested in shortening logistics time, improving logistics speed, reducing multiple handling, loading and unloading and warehousing links, improving on-time service level, and reducing logistics loss and logistics cost. The promotion of logistics center to urban economic development is mainly manifested in reducing the logistics cost and production cost of enterprises, thus promoting economic development, improving the logistics system in ensuring supply and reducing inventory, thus solving the worries of enterprises.

First, effectively reduce the tax burden of logistics enterprises

According to the characteristics of the logistics industry and the requirements of the integration, socialization, networking and large-scale development of logistics enterprises, we will make overall plans to improve relevant tax support policies. Relevant departments should pay close attention to improving the pilot measures for the tax payment of business tax difference of logistics enterprises, further expand the scope of the pilot, and comprehensively promote it on the basis of summing up the pilot experience and improving relevant supporting measures. It is necessary to study and solve the problem that the business tax rate of warehousing, distribution and freight forwarding industries is not uniform with the transportation industry as soon as possible in combination with the pilot reform of value-added tax. Studying and perfecting the land use tax policy of bulk commodity storage facilities should not only promote the intensive use of land by logistics enterprises, but also meet the actual logistics needs of bulk commodities.

Second, increase land policy support for the logistics industry.

Logistics infrastructure such as storage facilities, distribution centers, transshipment centers and logistics parks covers a large area, with large capital investment and long payback period. On the basis of strengthening and improving management and effectively saving land, we will increase land policy support. Scientifically formulate a special plan for the development of national logistics parks, improve the level of intensive land use, and give key protection to the land for logistics parks included in the plan. The land for key logistics projects determined in the development planning of logistics industry in various regions should be included in the overall planning arrangement when revising the overall land use planning. Involving the conversion of agricultural land, priority can be given in the annual land use plan. The logistics land supplied by the government should be included in the annual construction land supply plan, and it should be sold by bidding, auction or listing according to law. Actively support industrial enterprises to use old factories, warehouses and existing land resources to build logistics facilities or provide logistics services. Involving the transfer or lease of the original allocated land use right, the procedures for paid use of the land shall be handled in accordance with the regulations, and the transfer may be agreed upon after approval. Land transfer income shall be managed by "two lines of revenue and expenditure" according to law.

Third, promote the convenient passage of logistics vehicles.

Further reduce the toll across the road and bridge, gradually and orderly cancel the second-class highway toll paid by the government according to the regulations, reduce the number of ordinary highway toll stations, control the scale of toll roads, and optimize the structure of toll roads. Strengthen the supervision of highway toll collection, dismantle unreasonable toll stations, gradually reduce the high toll standards of highways, and gradually buy back the management rights for busy sections that have already transferred the management rights according to the financial situation of the government. Study and revise the regulations on the management of toll roads as soon as possible, and make overall plans for the development of non-toll roads that are mainly ordinary roads and reflect the universal services of the government and toll roads that are mainly expressways. Vigorously promote the non-stop toll collection system to improve vehicle traffic efficiency. We will promptly revise and improve the management measures for the transportation of large-scale objects on roads and the regulations on the driving of over-limit transport vehicles, and standardize road traffic management and over-limit management. In accordance with the principles of legality, high efficiency and environmental protection, we will study and formulate measures for the management of urban distribution, determine the standard environmental protection models of urban distribution vehicles, completely ban passenger vehicles from being modified into freight vehicles, effectively solve the problems of urban transit distribution and distribution truck parking, and promote the rapid development of qualified logistics enterprises. Study and adjust the collection policy of trailer compulsory insurance to promote the development of trailer transportation.

Fourth, speed up the reform of logistics management system.

Accelerate the reform of logistics management system and break the division of logistics management. Strengthen administration according to law, improve government supervision and strengthen industry self-discipline. Combined with the formulation (revision) of relevant laws and administrative regulations, under the premise of standardized management, the administrative licensing and approval conditions of logistics enterprise qualifications are appropriately relaxed, and the management mode of qualification approval is improved. Carefully clean up the qualification examination and approval items of logistics enterprises and gradually reduce administrative examination and approval. It is necessary to break down regional blockades and institutional obstacles, actively facilitate the establishment of legal and unincorporated branches of logistics enterprises, and encourage logistics enterprises to carry out cross-regional network operations. Further standardize the examination and approval procedures for transportation, public security, environmental protection, quality inspection and fire protection, shorten the examination and approval time and improve the examination and approval efficiency. For qualifications not stipulated by law or not approved by the State Council, unincorporated branches of logistics enterprises can file with relevant local departments after unified application is obtained at the headquarters of logistics enterprises. After the headquarters of a logistics enterprise has gone through the formalities of industrial and commercial registration and industrial and commercial examination and approval, its unincorporated branches can apply for registration directly to the local administrative department for industry and commerce on the strength of the documents issued by the headquarters, and are exempt from the formalities of industrial and commercial registration verification. Reasonably plan the port layout, improve the port customs clearance management, improve customs clearance efficiency, and promote the development of international logistics and bonded logistics. Strengthen the construction of policies and regulations on the logistics industry, define the categories of the logistics industry from the aspects of national economic industry classification, industrial statistics, industrial and commercial registration, land use, tax item establishment, etc., and further determine the industrial status of the logistics industry. Improve the logistics survey statistics and information management system as soon as possible.

Five, encourage the integration of logistics facilities resources.

Support large superior logistics enterprises to integrate scattered logistics facilities resources through mergers and acquisitions; Encourage small and medium-sized logistics enterprises to strengthen alliance cooperation, innovate cooperation methods and service models, optimize resource allocation, improve service levels, and actively promote the transformation of logistics development mode. At present, storage and transportation facilities that only provide services for industries and systems should actively create conditions to open to the society and carry out socialized logistics services. Support commercial circulation enterprises to develop the same distribution, reduce distribution costs and improve distribution efficiency. Support logistics enterprises to strengthen cooperation with manufacturing enterprises, fully participate in supply chain management of manufacturing enterprises, or form third-party logistics enterprises with manufacturing enterprises. Production enterprises divest their logistics assets and businesses. According to the Notice of the Ministry of Finance State Taxation Administration of The People's Republic of China on Several Issues Concerning the Handling of Enterprise Income Tax in Enterprise Restructuring Business (Caishui [2009] No.59), the Notice of the Ministry of Finance State Taxation Administration of The People's Republic of China on Certain Deed Tax Policies in Enterprise Restructuring and Reorganization (Caishui [2008] 175) and the Notice of the Ministry of Finance on Financial Management of Enterprise Restructuring Staff Resettlement Expenses, industrial parks are planned and developed as a whole. The logistics service system of manufacturing clusters such as economic development zones, special customs supervision areas and high-tech industrial parks will actively guide enterprises in the region to outsource logistics business, expand logistics demand and promote the use of logistics infrastructure and information platforms in the region.

Six, promote the innovation and application of logistics technology

Strengthen the independent research and development of new logistics technologies, and focus on supporting key technologies such as cargo tracking and positioning, radio frequency identification, logistics information platform, intelligent transportation, logistics management software and mobile logistics information service. Start the application demonstration of the Internet of Things in the field of logistics at the right time. Accelerate the development of advanced logistics equipment and improve the modernization level of logistics equipment. Strengthen the formulation and promotion of logistics standards and promote the implementation of logistics standards. Encourage logistics enterprises to apply supply chain management technology and information technology, and local people's governments at all levels should actively support the construction of logistics information platform for logistics enterprises. Promote relevant departments, key manufacturing enterprises, commercial enterprises and logistics enterprises to continuously improve the level of development and utilization of logistics information resources, and promote the scientific collection, safety management, effective utilization, in-depth development, orderly exchange and integrated application of logistics information. Adjust and improve the standards for logistics enterprises to apply for high-tech enterprises, and eligible logistics enterprises can enjoy relevant policies for high-tech enterprises. Promote the open sharing of logistics information resources, handle the relationship between safety and coordination, encourage various forms of logistics information exchange, promote the coordinated linkage of information flow, logistics and capital flow, and improve the efficiency and management level of logistics services.

Seven, increase investment in the logistics industry

People's governments at all levels should increase their support for investment in logistics infrastructure, and give necessary financial support to transportation, warehousing, distribution, information facilities and infrastructure construction of logistics parks of key logistics enterprises that meet the requirements. Actively guide banking financial institutions to increase credit support for logistics enterprises, accelerate the innovation of financial products and service methods suitable for the characteristics of logistics enterprises, actively explore various loan guarantee methods such as mortgage or pledge, and further improve the financial service level for logistics enterprises. Improve the financing mechanism, further broaden the financing channels, and actively support qualified logistics enterprises to go public and issue corporate bonds.

Eight, give priority to the development of agricultural products logistics industry.

It is necessary to give priority to the development of agricultural product logistics, increase policy support, speed up the establishment of a smooth, efficient, safe and convenient agricultural product logistics system, and focus on solving the problems of small scale, many links, high cost and great loss of agricultural product logistics. Vigorously develop direct distribution methods from the place of origin to the place of sale, such as "agricultural supermarket docking", "agricultural school docking" and "agricultural enterprise docking", support the development of farmers' professional cooperative organizations, strengthen the construction of large-scale agricultural product distribution centers in the main producing areas, and promote the end users such as large supermarket chains, schools, hotels and large enterprises to establish long-term and stable production and sales relations with farmers' professional cooperatives and production bases. Give full play to the network advantages of supply and marketing cooperatives, postal services and other logistics systems in rural areas, and actively carry out "agricultural materials to the countryside" distribution and agricultural products to the city distribution services. Pay close attention to the pilot adjustment of agricultural product VAT deduction policy, properly solve the problems existing in agricultural product input tax deduction, encourage large enterprises to engage in agricultural product logistics industry, and improve the scale efficiency of agricultural product logistics industry. Increase investment in infrastructure construction of cold chain logistics of agricultural products, speed up the construction of cold chain logistics system in major varieties and key areas, and implement the same price of electricity for cold storage of fresh agricultural products as that of industry. Promote the standardization of agricultural product packaging and labeling, and improve the traceability system of agricultural product quality and safety. Improve the public welfare awareness of agricultural products wholesale markets and farmers' markets (including community vegetable markets), and increase government investment and policy support. Strengthen the planning and construction of agricultural products wholesale markets and farmers' markets, build community vegetable markets or corresponding commercial facilities in new urban residential areas in strict accordance with relevant regulations, and may not change their uses at will. Agricultural products wholesale market land as business land, should be strictly in accordance with the planning and rational layout. Before the land is auctioned, auctioned and sold, if there is a transaction price for industrial land in the region, the floor price of the transfer can be determined with reference to the market land price level, the benchmark land price in the region and the lowest price standard for industrial land. After the land is transferred, it is strictly forbidden to change its use for commercial real estate development without authorization. If it is really necessary to change the use, nature or transfer, it shall conform to the overall land use planning and be approved according to law. Study the property tax policy related to agricultural products wholesale market. The prices of water, electricity, gas and heat in agricultural products wholesale market and farmers' market are the same as those in industry. Standardize and reduce related charges such as booth fees in agricultural products wholesale markets and farmers' markets. If necessary, the booth fees will be included in the local government pricing catalogue management according to legal procedures, and the channel fees charged by supermarkets to suppliers that violate relevant national laws and regulations will be cleared up. Continue to strictly implement and improve the "green channel" policy for fresh agricultural products, further strengthen management, improve technical means, and improve vehicle inspection level and traffic efficiency. Further implement the policy of 24-hour entry into the city and convenient parking for fresh agricultural products distribution vehicles. Improve the modernization level of grain logistics, promote the "bulk" of grain storage, transportation and loading and unloading, strengthen the construction of bulk grain storage and distribution facilities in northeast producing areas and bulk grain railway and port loading and unloading facilities in southern selling areas, promote the entry of bulk grain trains in northeast China, and accelerate the development of bulk grain combined transport with iron and water. Further promote the reform of cotton quality inspection system, improve the quality of cotton packaging and the level and standardization of logistics technology and equipment, promote the mechanized rapid loading and unloading of cotton throughout the country, and organize the work of cotton outbound in Xinjiang.

Nine. Strengthen organization and coordination

All regions and relevant departments should fully understand the importance of the logistics industry, accelerate the transformation of government functions and management innovation, and actively promote the sound and rapid development of the logistics industry. Relevant departments in the State Council should strengthen coordination and guidance on the development of the logistics industry in accordance with the division of functions, pay close attention to the refinement of policies and measures, earnestly organize their implementation, effectively standardize logistics services, and improve the management level of the logistics industry. The Development and Reform Commission shall, jointly with relevant departments, strengthen supervision and inspection of the implementation of various policies and measures, study new situations and solve new problems in time, and create a good policy and institutional environment for the further healthy development of the logistics industry.
