Measures for the administration of apprenticeship education for professional and technical personnel of traditional Chinese medicine

State administration of traditional chinese medicine issued the "Measures for the Administration of Apprenticeship Education for Professional and Technical Personnel of Traditional Chinese Medicine" (hereinafter referred to as the "Administrative Measures"), and the relevant policies are now explained as follows:

I. Background

Mentoring education is a unique way to cultivate talents of traditional Chinese medicine, and it still plays an irreplaceable role. The state attaches great importance to the development of traditional Chinese medicine apprenticeship education. The Law on Traditional Chinese Medicine, Opinions of the Central Committee of the State Council on Promoting the Inheritance, Innovation and Development of Traditional Chinese Medicine, and Several Policies and Measures on Accelerating the Development of Traditional Chinese Medicine Characteristic Industries put forward clear requirements for the development of apprenticeship education of traditional Chinese medicine, especially the opinions of the Central Committee put forward the formulation of management measures for apprenticeship education of traditional Chinese medicine.

In 20 18, our bureau issued "Guiding Opinions on Deepening the Apprenticeship Education of Chinese Medicine" (No.5 of People's Education Development [2018]), which divided the apprenticeship education into four categories: the apprenticeship education combining junior college education, post-graduation education and continuing education, and the apprenticeship education of learning Chinese medicine by apprenticeship. Among them, the apprenticeship education combined with junior college education was introduced by our bureau in conjunction with the Ministry of Education and other relevant departments.

The Implementation Measures for Standardized Training of Chinese Medicine Doctors stipulates apprenticeship education combined with post-graduation education, while the Examination Measures for the Qualification of Traditional Medicine Apprentices and Doctors with Expertise and the Interim Measures for the Administration of Examination and Registration of Doctors with Expertise in Chinese Medicine make more specific provisions on apprenticeship education for learning Chinese medicine by apprenticeship. However, the apprenticeship education of Chinese medicine professionals has no corresponding management norms and is combined with continuing education. To this end, this "Management Measures" was studied and formulated.

Second, the scope of application

The "Administrative Measures" are applicable to mentoring education combined with continuing education, and are mainly used for Chinese medicine administrators and Chinese medicine professional and technical personnel to carry out mentoring education.

Three, the basic conditions that the director and heir should have.

Ying Aiguo instructors are loyal to their duties, law-abiding, and abide by professional ethics. With a high academic level of traditional Chinese medicine, rich practical experience and relatively unique technical skills. Engaged in the clinical and practical work of traditional Chinese medicine and in good health, have one of the following conditions:

Practitioners of Chinese medicine; Deputy chief physician of traditional Chinese medicine or above, or engaged in clinical work of traditional Chinese medicine 15 years or above; Have the title of pharmacist or above, deputy director of traditional Chinese medicine; Or the professional qualification of senior technician in Chinese medicine category; Or engaged in the processing, identification and preparation of traditional Chinese medicine 15 years or more.

Ying Aiguo, the successor, is dedicated to his post, abides by discipline and law, abides by professional ethics, is interested in learning, inheriting and developing traditional Chinese medicine, and has the following conditions: he is qualified as a practicing (assistant) doctor or a doctor of traditional Chinese medicine (specialist), or a professional technician of traditional Chinese medicine with practical work experience; Having the qualifications, knowledge, expertise, ability and character recognized by the tutor; Can guarantee the time with the teacher and complete the learning task with the teacher specified by the tutor.

Fourth, tutor planning and management.

(1) sign the agreement. Qualified teachers and apprentices choose voluntarily, establish mentoring relationship, and sign the agreement on mentoring education for Chinese medicine professionals and technicians formulated by the provincial department in charge of Chinese medicine to clarify the learning time, content, responsibilities of both parties and expected results.

(2) filing management. Report the apprenticeship agreement to the management unit (where the instructor works) for approval and filing, and the apprenticeship time shall be counted from the date of filing.

(3) Learn from teachers. According to the subject characteristics, professional characteristics and actual situation of the successor, the instructor determines the time, way and content of the successor's study with the teacher, and regularly reviews the successor's study materials. According to the requirements of the tutor, the heirs should practice with the tutor regularly, write the study records of the tutor, and learn to master the academic views and practical experience of the tutor. In principle, the study time with the teacher is not less than 1 year, with an average of not less than 8 and a half days per month.

(4) Assessment management. Upon the expiration of the successor's apprenticeship, after obtaining the consent of the instructor and signing the apprentice's opinion, the successor shall apply to the management unit for apprentice assessment, and the management unit shall organize the apprentice assessment. Those who pass the apprenticeship examination shall be publicized in the unit and the corresponding apprenticeship certificate may be issued.

The Administrative Measures put forward the following three management measures:

1, which is to standardize the independent development of apprenticeship education for Chinese medicine professionals and technicians. The Administrative Measures refine the basis and procedures for Chinese medicine professionals to independently carry out mentoring education, stipulate the establishment of mentoring relationship, the contents and responsibilities of learning with teachers, and improve the mentoring education environment for Chinese medicine professionals and technicians.

2. First, clear quality assurance measures. The Administrative Measures strengthen the responsibilities of instructors and successors, and make it clear that instructors are responsible for the learning quality and inheritance effect of successors, and successors should actively inherit the academic experience of instructors. At the same time, clear management requirements are put forward for the competent departments of traditional Chinese medicine at all levels and related management units to ensure the effectiveness of the education of specialized technicians.

3. It is to strengthen the incentive mechanism. It is clear that participation in apprenticeship education is linked to the promotion of professional titles, evaluation and performance pay, fully mobilize the enthusiasm of Chinese medicine professionals to participate in apprenticeship education, and effectively expand the scope and number of apprentices. At the same time, Chinese medicine authorities at all levels are required to strengthen the management of Chinese medicine education in Chinese medicine colleges and universities.
