How to promote the electronic development of government procurement

The latest version of the WTO Agreement on Government Procurement (20 12) encourages the use of e-government procurement and sets out the principles and procedural requirements for e-procurement. Recently, JD.COM, Alibaba, Suning.cn and other e-commerce companies are pushing the e-commerce of government procurement, aiming at further reengineering the overall process of e-government procurement in China on the basis of the informatization construction of government procurement in China, and unifying e-government procurement in China is coming to the fore.

Policy Suggestions on Accelerating the Electronic Government Procurement in China

Establish a unified national electronic platform for government procurement. First, gradually establish a unified trading platform for government procurement management and standardize the e-procurement process. It is suggested that the Ministry of Finance should be unified and clear. First, it should realize an all-round and all-caliber electronic procurement process at the provincial level, from the preparation of procurement budget to the release of procurement plan, from the production of bidding documents to the on-site management of bid evaluation, from the signing of contracts to the payment of funds. In addition, on the basis of integrating provincial e-procurement platforms, a unified national e-procurement platform will be established.

The second is to establish a unified and standardized standard system. In accordance with the overall requirements of the Ministry of Finance's "Golden Finance Project" and the unified requirements of the "Financial Business Basic Data Specification", fully consider the needs of the organic connection between the upstream and downstream related work of government procurement, and improve the relevant data and electronic document standards, software interface standards, code systems, technical specifications and project management specifications on the basis of the existing information system technical standard system, establish a unified standard and specification system, and integrate the construction of electronic platforms to ensure data security and realize information sharing.

The third is to establish a sharing mechanism of government procurement information. On the basis of giving full consideration to the convenience of financial department's fund circulation approval, procurement supervision and management, and organization and implementation of government procurement activities, the "Golden Finance Project" of the national financial system is used as an electronic platform to integrate the management processes of departmental budget, government procurement and treasury payment, unify leadership and planning, and strive to achieve information sharing and business collaboration among government procurement departments, suppliers, banks, finance, taxation, industry and commerce, and regulatory agencies.
