Article 2 The term "grain reserves" as mentioned in these Measures refers to the raw grain, finished grain and edible vegetable oil (hereinafter referred to as grain reserves) reserved by the municipal government for regulating the total grain supply and demand, stabilizing the grain market and responding to major natural disasters or other emergencies. Article 3 Units and individuals engaged in and participating in the management and supervision of grain reserves shall abide by these Measures. Article 4 The management of grain reserves shall be based on strict system, strict management and strict responsibility, so as to ensure the real quantity, good quality and safe storage of grain reserves and save costs and expenses.

The right to use grain reserves belongs to the municipal government. Without the approval of the municipal government, no unit or individual may use grain reserves without authorization. Article 5 The municipal development and reform department shall, jointly with the administrative department of grain and the financial department, be responsible for drawing up macro-control opinions on the total scale, layout, varieties and utilization of grain reserves, and guiding and coordinating the management of grain reserves. Article 6 The municipal administrative department of grain shall be responsible for the management of grain reserves, and supervise and manage the quantity, quality and storage safety of grain reserves according to law.

County (city) and mining area grain administrative departments are responsible for the management of grain reserves stored within their respective administrative areas, and supervise and manage the quantity, quality and storage safety of grain reserves. The people's governments of the places where grain reserves are stored shall instruct the relevant departments to stop and investigate the illegal acts of destroying grain storage facilities, stealing, looting or destroying grain reserves. Eleventh any unit or individual has the right to report illegal acts in the operation and management of grain reserves to the municipal administrative department of grain and other relevant departments. Chapter II Planning of Grain Reserves Article 12 The storage scale, varieties and overall layout of grain reserves shall be proposed by the municipal development and reform department, the grain administration department and the financial department according to the needs of regulation and control and the financial situation. After the approval of the municipal government, the municipal development and reform department, the administrative department of food jointly with the financial department and the business department of the provincial agricultural development bank jointly formulate the storage plan and issue it to the enterprises undertaking the storage task of grain reserves (hereinafter referred to as storage enterprises) for specific implementation.

(three) there are food quality testing facilities that meet the requirements and have the corresponding food testing conditions for safe storage;

(four) with professional and technical personnel such as grain storage, inspection, pest control;

(5) It has good business management and reputation, and has no record of illegal business operation. Eighteenth finished grain and edible vegetable oil storage enterprises must meet the following conditions:

(1) The daily processing capacity of flour processing enterprises is more than 200 tons, and the intact warehouse capacity of finished products is more than 500 tons; The daily processing capacity of edible vegetable oil is more than 200 tons, and the complete capacity of refined oil tank is more than 2000 tons;

(two) the monthly business volume of finished grain or edible vegetable oil is more than 2000 tons;

(three) there are food quality testing facilities that meet the requirements and have the corresponding food testing conditions for safe storage;

(four) with professional and technical personnel such as grain storage, inspection, pest control;

(5) It has good business management and reputation, and has no record of illegal business operation.
