BOT is a special way of constructing projects as compared to the usual traditional construction projects.

In essence, it is a specific construction model in which one party contracts out the construction and operation of a project, and the other party finances and builds the project, and then transfers the project after an agreed period of operation; BOT is often referred to as "Build-Operate-Transfer". The essence of this method is the use of civil society funds (including foreign capital) by non-governmental organizations to participate in national public **** infrastructure projects, on the basis of mutual benefit, the distribution of resources, risks and benefits of the project financing and construction method, is a special mode of operation of the government and contractors to cooperate in the operation of infrastructure projects.

The process of a BOT project is that the government enters into a concession agreement with a non-government project company for an infrastructure project, and the project company undertakes a package contract for the financing, construction, operation and maintenance of the project. During the concession period specified in the agreement, the project company recovers the costs of investment, operation and maintenance of the project by charging fees to the users of the facility or the recipients of the services and obtaining profits, while the governmental authority has the right to supervise the infrastructure project. Upon expiry of the concession period, the project company transfers the infrastructure project to the government department without compensation.
