As an important support policy to take over the subsidy slopes of new energy vehicles, the double integral policy is of great significance to the structural adjustment and transformation and upgrading of the entire automobile industry, and has played an important guiding role in accelerating the development of new energy vehicles, and promoting energy saving and consumption reduction of products since it was implemented in September 2017, among other things. However, with the changes in the situation of technological progress and industrial development, it is imperative to further adjust and optimize the management mechanism of double integral policy. 3. Continue to stabilize purchase expectations. In the future, we can consider studying the establishment of a "points pool" to acquire new energy points that have not been traded out by some enterprises, so as to reduce the waste of points and solve the worries of some enterprises about purchasing points. At the same time, further clarification of the tax rate applicable to the trading of points, to provide a basis for legitimate tax enterprises.

5. Pay attention to the effect of the preferential policy on low fuel consumption passenger cars. In 2019, China's new energy vehicles sold a total of 1.206 million units, of which 1.06 million passenger cars were sold, ranking first in the world for five consecutive years; the industry's average fuel consumption in real terms reached 5.5 liters/100 kilometers, a drop of more than 10% from 2016. The implementation of the "double integral policy" has strongly promoted the industry's technological innovation and the production and promotion of new energy vehicles, and basically achieved the expected goals.
But at the same time, in the implementation of the "double points policy", there is also a need to update the technical standards, companies in the fuel vehicle energy-saving technology is not enough investment, points trading market supply and demand imbalance and other issues. In order to adapt to the new situation of industrial development, the Ministry of Industry and Information Technology launched the revision of the "double-points policy" in early 2019, and on July 9 and September 11, 2019, two times to publicly solicit social opinions.
Finally, according to the feedback from all parties, the Ministry of Industry and Information Technology, together with the relevant departments, made adjustments to some of the contents of the revised draft of the "dual-integral point policy", and officially released the "Decision on Revising the Measures for the Parallel Management of Average Fuel Consumption and New Energy Vehicle Points for Passenger Vehicle Enterprises" (i.e. "new version of the double points policy").
