Regulations on the protection of national and folk traditional culture in Changyang Tujia Autonomous County

Article 1 In order to protect, inherit and carry forward the traditional folk culture and promote the economic and social development of Autonomous County, these Regulations are formulated in accordance with the provisions of the State Constitution and relevant laws and regulations and in combination with the actual situation of Autonomous County. Article 2 The national folk traditional culture mentioned in these Regulations includes:

(1) Oral literature such as folk stories, ballads, proverbs and riddles;

(2) Changyang Nanqu, folk songs, grass, gongs and drums, percussion and other traditional music;

(3) Traditional dances, such as Ye Er and Huaguzi;

(4) Traditional customs and etiquette in production and life such as fishery, agriculture, marriage and funeral;

(five) festivals, entertainment, sports and other traditional activities;

(six) traditional crafts and production techniques such as Xilankapu, embroidery and carving;

(7) National beliefs such as White Tiger God, Prince Xiang and nature worship;

(8) Representative original materials, objects and places related to the above-mentioned traditional cultural expressions;

(nine) other traditional folk cultural forms that need to be protected.

Materials, articles and places of ethnic and folk traditional culture have been identified as cultural relics or cultural relics protection units, and shall be protected in accordance with the provisions of relevant laws and regulations on cultural relics protection. Article 3 Citizens, legal persons and other organizations of autonomous counties shall abide by these regulations. Article 4 The protection of ethnic and folk traditional culture in Autonomous County shall follow the policy of giving priority to protection, giving priority to rescue, rational utilization and inheritance and development, so as to ensure the authenticity and integrity of the protection of ethnic and folk traditional culture, prevent misunderstanding, distortion and abuse of ethnic and folk traditional culture, and make ethnic and folk traditional culture recognized, respected and promoted. Article 5 Autonomous County People's Government shall lead the protection of ethnic and folk traditional culture within its administrative area, and incorporate it into the national economic and social development plan, encourage and support the development of healthy and beneficial ethnic and folk traditional cultural activities, actively strive for the state's support and help for the protection of ethnic and folk traditional culture, and enjoy the state's policy treatment on strengthening the development of cultural undertakings in ethnic autonomous areas according to law. Article 6 The cultural administrative department of the Autonomous County shall be responsible for the protection of ethnic and folk traditional culture within its administrative area; Other relevant departments shall, according to their respective responsibilities, cooperate with the administrative departments of culture to do a good job in the protection of national and folk traditional culture. Seventh Autonomous County to establish a county, township (town), village three-level national folk traditional culture protection network.

Autonomous County set up a national and folk traditional culture protection committee to study and coordinate the protection of national and folk traditional culture. The township (town) set up a national and folk traditional culture protection group to protect the national and folk traditional culture. For villages or houses with relatively complete traditional cultural ecology and special value, protection groups can be set up. Eighth Autonomous County People's government set up special funds for the protection of ethnic and folk traditional culture, earmarking, and accept audit supervision. Specific management measures shall be formulated by the Autonomous County People's government.

Encourage domestic and foreign institutions and individuals to donate property for the protection of ethnic and folk traditional culture in Autonomous County. Article 9 The People's Government of Autonomous County encourages citizens, legal persons and other organizations that have the physical objects of ethnic and folk traditional culture to donate the physical objects to the public welfare collection institutions of Autonomous County: the collection institutions will reward and issue certificates according to the specific circumstances.

The competent department of cultural administration of Autonomous County shall, when collecting materials or objects of national and folk traditional culture from citizens, legal persons and other organizations, set a reasonable price according to the principle of voluntariness and issue a certificate. Article 10 The cultural administrative department of an autonomous county shall, jointly with the ethnic affairs department, organize the investigation, collection, collation, publication and research of ethnic and folk traditional culture within its administrative area, establish archives and databases for the protection of ethnic and folk traditional culture, and record the ethnic and folk traditional culture truly, comprehensively and systematically. Eleventh Autonomous County encourages all kinds of cultural units, research institutions, academic groups, universities and experts and scholars to engage in the investigation, excavation, collation, inheritance and research of national and folk traditional culture, encourages citizens, legal persons and other organizations to carry out exchanges and cooperation of national and folk traditional culture, and advocates resource sharing.

Citizens, legal persons and other organizations invest funds for the protection, research, collation and publication of national and folk traditional cultures, and enjoy preferential tax policies in accordance with state regulations. Twelfth for the endangered and important national folk traditional culture, the cultural administrative department of the Autonomous County shall, jointly with the relevant departments, timely organize rescue. Article 13 The cultural administrative department of an autonomous county shall set up an evaluation and appraisal committee of national and folk traditional culture composed of relevant responsible comrades and experts in related fields (hereinafter referred to as the evaluation and appraisal committee) to undertake the evaluation and appraisal of representative works of national and folk traditional culture, inheritors, inheritors and traditional cultural ecological protection zones and professional consultation.

The cultural administrative department of the Autonomous County shall, according to the actual situation of the protection of ethnic and folk culture in the Autonomous County, formulate the Measures for the Reporting and Evaluation of Representatives of Ethnic and Folk Traditional Culture in Changyang Tujia Autonomous County, the Naming Measures for Inheritors (Units) of Ethnic and Folk Traditional Culture in Changyang Tujia Autonomous County, and the Delimitation Measures for Ecological Protection Zones of Ethnic and Folk Traditional Culture in Changyang Tujia Autonomous County, which shall be implemented after the approval of the Autonomous County People's Government.
