Cai is a native of Denghai, Guangdong. Graduated from China College of Acupuncture and Moxibustion, worked as a physician in Anhui Acupuncture Hospital and gave lectures in Singapore Medical College. Now he is the president of the Acupuncture Research Association of Chenghai Association for Science and Technology. The paper "New Moxibustion Method" and "New Moxibustion Method is a special therapy for treating all difficult diseases and sequelae with benign moxibustion method" won the International Outstanding Achievement Award in the 2nd and 4th World Congress of Traditional Medicine respectively, and was awarded the title of National Medical Star.
