The workers' movement to realize the People's Charter, which took place in Britain in 1930s and 1940s, was one of the three early workers' movements. The purpose of the Charter Movement is for workers to demand universal suffrage in order to have the opportunity to participate in the management of the country. Lenin commented that the British constitutional movement was "the first extensive, truly mass and political proletarian revolutionary movement in the world". Here, although the working-class movement in Britain has temporarily disappeared, its influence has penetrated into Europe, silk weavers in Lyon, France, and textile tycoons in Richia, Germany. 1858, driven by the storm on the European continent, the chartering movement rose again. All these were influenced by the British constitutional movement.

In the British constitutional movement, these working classes and the masses fought bravely for social fair treatment, and other parts of Europe were deeply encouraged by the working class. The working class in these countries fought tirelessly for fair rights, which greatly promoted the process of bourgeois democracy in Europe.
