Who is the owner of hell in traditional mythology?

The real person in charge of hell is neither the king of hell nor the king of earth and treasure. He may be Fengdu Emperor or the Queen.

Queen Hou also escorted the souls of the deceased, so that they could have the next reincarnation smoothly. Therefore, with this statement, Empress Houdi may also be the boss of the underworld.
