What is the difference between "e-government" and "traditional government"?

E-government refers to the effective use of modern information and communication technology to realize the reorganization of government organizational structure and process, the re-integration of management and service functions, and to provide automated information and other services to government agencies, enterprises, social organizations and citizens in a more convenient time, place and way through different information service facilities, so as to build a responsive, efficient, responsible and higher-quality government. According to the definition, e-government contains the following key information: (1) The most important connotation of e-government is to build a "virtual government", that is, an all-weather government service system across time, place and department. (2) Openness and availability of e-government information. E-government means the publicity of government information, and the government has the responsibility and obligation to let people easily obtain government information in a more convenient way and in a more understandable language, thus creating higher added value. (3) E-government is a thorough reform of traditional government affairs. E-government is not simply transferring the traditional government affairs and operation mode to the network, nor is it a simple office automation. Instead, it reorganizes the traditional government process, its operation mode and the organizational structure supporting its operation, so as to realize the comprehensive reform of traditional government affairs, meet the requirements of informationization, and realize the electronization, networking and integration of government affairs. Therefore, from the perspective of the transformation of government form, the essence of e-government is to transform the traditional government running in the real economy into a new government management system through the Internet and information technology, so as to adapt to the globalization, virtualization and knowledge-based digital economy and realize the complete transformation of the traditional government form.
