Article 5 All units and individuals must provide accurate and timely information statistical data and accept statistical investigation and supervision in accordance with the unified provisions of the national information index system. Sixth provincial people's government information administrative departments responsible for the overall planning, organization and coordination, supervision and management of information construction in this province. Its main responsibilities are:

(a) the implementation of laws, regulations and rules on information construction;

(three) to comprehensively coordinate the development and utilization of computer information networks, information security and important information resources in this province, and promote the interconnection of social service networks across regions, industries and departments;

(five) responsible for the collection, collation and summary of information indicators within the administrative area of this province;

(six) to complete other tasks assigned by the state information management institutions. Seventh people's governments at or above the county level development and reform, construction, public security, national security, confidentiality, communications, radio and television departments should do a good job in the management of information construction in accordance with legal responsibilities. Article 9 The administrative department in charge of informatization of the provincial people's government shall, jointly with relevant departments, prepare the province's informatization development plan, and organize its implementation after the approval of the provincial people's government.

The relevant departments of the provincial people's government shall, under the guidance of the province's informatization development plan, prepare a special plan for the informatization development of this department and report it to the administrative department of informatization of the provincial people's government for the record.

The administrative departments of informatization of the people's governments of cities, prefectures and municipalities directly under the Central Government shall, jointly with the relevant departments at the same level, formulate the informatization development plan of their respective administrative regions, which shall be implemented after being approved by the people's governments at the same level and submitted to the administrative departments of informatization of the provincial people's governments for the record. Article 13 The competent department of informatization of the people's government at or above the county level shall, jointly with other relevant departments, formulate specific measures to supervise the quality of informatization construction projects, strictly implement relevant national laws and regulations, and establish and improve the bidding system, supervision system and completion acceptance system for informatization construction. Fourteenth information construction projects must be synchronized with the information network security system planning, construction and operation. Confidential information construction projects must be carried out simultaneously with the construction of confidential facilities, and can only be put into use after passing the acceptance of the municipal (state) level and above. Fifteenth the following information construction projects shall be subject to bidding and supervision according to law:

(a) e-government information construction projects;

(two) all or part of the use of state-owned funds or state financing funds, as well as the use of loans and aid funds from international organizations or foreign governments, with a total investment of more than 500 thousand yuan.

No department or unit may evade bidding, supervision, quality supervision and acceptance in any way. Sixteenth units engaged in information construction project supervision activities must have the corresponding qualifications stipulated by the state. The construction and supervision of the same project must be undertaken by independent institutions. The supervision unit should intervene before the construction unit. Without the establishment of a supervision unit, the construction unit shall not start construction. Seventeenth units that have not obtained the supervision qualification certificate according to the provisions of the state shall not engage in the supervision business of information construction.

Supervision units shall not forge, transfer, lease or buy or sell qualification certificates; Shall not transfer or exceed the qualification level to undertake supervision business.
