How to understand the rule of law and the rule of virtue?

Both the rule of law and the rule of virtue are indispensable ways to govern the country.

1. Status

The rule of law is the basic way to govern the country and the rule of law is the basic strategy. The rule of law is fundamental, decisive and unified. It emphasizes that everyone is equal and everyone must obey the law.

(2) Rule by virtue is an important way to govern the country. Governing the country by virtue is to cultivate and carry forward socialist core values and socialist morality in the whole society and put forward targeted moral requirements for different groups of people.

2. Function (both of them are binding, but the internal requirements and manifestations are different, and the consequences are different):

(1) The role of the rule of law should be backed by the coercive power of the state, mainly relying on the prediction, punishment, deterrence and prevention functions of the law to restrain the behavior of citizens and social organizations, and investigate the legal responsibility for violations of the law.

(2) The rule of virtue mainly plays a role through people's inner beliefs, traditional customs and public opinion. Morally condemn acts that violate morality.

3. The rule of law and the rule of virtue are realized in different ways. The rule of law is political construction and political civilization (extraterritoriality).

Rule by virtue is the ideological construction of spiritual civilization (rule by law)
