Provisions of Shenyang Municipality on the Administration of Postal Communication

Article 1 In order to strengthen the construction and management of postal communication in our city, ensure the smooth postal communication, and provide fast, accurate, safe and convenient communication services for citizens and organizations in our city, these Provisions are formulated in accordance with the provisions of the Postal Law of People's Republic of China (PRC) and the Regulations on the Administration of Posts and Telecommunications in Liaoning Province, and combined with the specific conditions of our city. Article 2 The Municipal Post Office is the competent department of postal communication in our city, responsible for the management of postal communication affairs in our city. Article 3 Postal communication facilities and postal outlets shall be incorporated into urban planning. Newsroom, newsstand group (or newsstand) and mailroom are components of residential buildings and office buildings, which are included in architectural design standards and completion acceptance projects.

The design standards of postal communication facilities shall conform to the provisions of postal communication and postal services. The completion and acceptance of residential buildings and office buildings should be attended by post and telecommunications departments; Without postal communication facilities, it will not be accepted. Article 4 Newly-built or rebuilt buildings of organs, organizations, enterprises and institutions shall be equipped with mail rooms to facilitate the delivery of letters, newspapers and periodicals. If multiple units work in the same place, a joint mailroom should be set up outside the general entrance. Fifth new and rebuilt residential areas (buildings), should be designed in the main entrance and exit mail room, letter box or letter box group. For residential quarters (buildings) that are not suitable for designing mailrooms, editing rooms or letter boxes, standard household letter boxes should be designed at the stairs on the first floor of each unit.

The setting requirements of standard household letter box are as follows:

(a) The number of mailboxes corresponds to the number of families in the unit;

(3) Easy access to letters and newspapers. Article 7 The construction department shall build and install postal facilities according to the design standards. Projects without postal communication facilities in the design should be refused to undertake. Article 8 The numbering and locking of the standard household letter boxes set in the letter room and letter box group and the standard household letter boxes installed in each unit shall be the responsibility of the property right unit or the housing management department. Article 9 Citizens and units have the obligation to protect postal communication facilities. Do not intentionally damage postal communication facilities, and do not pile up sundries that hinder the delivery of letters and newspapers next to communication facilities. Tenth completed residential areas (buildings) without postal facilities, there is a letter box but no number, no damage, by the property unit or the housing management department to list the plan, and gradually build. Article 11 Newly-built or rebuilt residential quarters (buildings), as well as newly-built, renamed or relocated organs, organizations, enterprises and institutions, shall be certified by the property right unit or the housing management department as the house number approved by the place name management institution, and shall go through the postal formalities at the Municipal Post Office within three months after being put into use.

After receiving the application for postal service, the post and telecommunications department shall make an investigation on the spot within five days, and make a decision on whether or not to send postal service within ten days. Those who meet the postal conditions and approve the postal service must be mailed within seven days from the date of approval. Article 12 A postal enterprise shall meet the following conditions:

(1) There is a mail room or a joint mail room at the general entrance and exit of the office building of an organ, a group, an enterprise or a public institution, which is equipped with a transceiver, a special seal for transceiver and a seal for transceiver.

(two) residential areas (buildings), where the mailroom is set up, it should be equipped with a special seal for the mailroom and a seal for the mailroom staff; If a standard household letter box is set, it shall be numbered and locked.

(3) The channel for applying for postal service can ensure the passage of delivery personnel and vehicles. Thirteenth whoever violates these provisions, the competent department of postal communications shall give the following penalties:

(a) in violation of the provisions of Article 3, 4, 5 and 7, the responsible unit or property right unit shall bear all the expenses required for setting up postal facilities and impose a fine of two to five times the setting cost.

(two) in violation of the provisions of article ninth, in addition to ordering it to remove obstacles, compensation for actual losses. Whoever intentionally destroys postal facilities shall be punished by the public security organ in accordance with the relevant provisions of the Regulations of the People's Republic of China on Administrative Penalties for Public Security.

(three) in violation of the provisions of article tenth, in addition to ordering it to make corrections within a time limit, and impose a fine of five hundred yuan to one thousand yuan.

(four) in violation of the provisions of article eleventh, the postal department shall apologize to the application department, and give economic punishment or disciplinary action to those responsible. Article 14 If a party refuses to accept the punishment imposed by the competent department of postal communications, he may apply to the competent department of postal services at the next higher level for reconsideration within 15 days from the date of receiving the punishment decision. If you are not satisfied with the reconsideration, you can bring a lawsuit to the people's court within 15 days from the date of receiving the reconsideration decision. If neither prosecution nor performance is made within the time limit, the competent department of postal communications shall apply to the people's court for compulsory execution. Fifteenth these Provisions shall be interpreted by the Municipal Post Office. Article 16 These Provisions shall come into force as of the date of promulgation.
