Yunnan Dehong Tourism Regulations

Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of tourism participants, standardize the order of tourism market, rationally utilize tourism resources and promote the sustained and healthy development of tourism, these Regulations are formulated in accordance with the Tourism Law of the People's Republic of China, the Tourism Regulations of Yunnan Province and other relevant laws and regulations, combined with the actual situation of Dehong Prefecture (hereinafter referred to as Autonomous Prefecture). Article 2 These Regulations shall apply to the protection, planning and construction, business activities, supervision and management and services of tourism resources within the administrative area of Autonomous Prefecture. Article 3 The development of tourism should adhere to the principles of scientific planning, rational utilization and coordinated development, highlight the frontier characteristics, national culture and natural scenery of tropical and subtropical rainforests, and promote the unity of economic, social and ecological benefits. Article 4 Autonomous Prefecture shall implement the strategy of strengthening the country through tourism, vigorously promote global tourism, promote the internationalization, characteristics and intelligent construction of tourism, and create a healthy tourism and healthy living destination. Article 5 The people's governments of autonomous prefectures and counties (cities) shall incorporate tourism into the national economic and social development plan, establish and improve the overall coordination mechanism for tourism development, set up special funds for tourism development, strengthen the construction of tourism infrastructure and service guarantee system, and include the required funds in the fiscal budget at the corresponding level. Article 6 The people's governments of autonomous prefectures and counties (cities) shall build tourism big data centers, establish and improve global tourism databases, build a big data platform for tourism enterprises, and provide tourists with multi-channel, all-round, personalized and refined quality tourism services. Article 7 The tourism administrative departments of the people's governments of autonomous prefectures and counties (cities) shall be responsible for the guidance, coordination, supervision, management and service of the tourism industry within their respective administrative areas. Other relevant administrative departments shall, in accordance with their respective responsibilities, do a good job in the development of tourism.

Township (town) people's governments and sub-district offices shall do a good job in the development of tourism within their respective jurisdictions. The farm management committee shall cooperate with the relevant administrative departments to do a good job in the development of tourism.

Village (neighborhood) committees shall assist in the development of tourism. Eighth tourism industry associations should strengthen industry self-discipline, formulate and implement industry norms according to law, promote the construction of industry integrity, and safeguard the legitimate rights and interests of the industry and fair competition order. Chapter II Tourism Planning and Promotion Article 9 The tourism administrative departments of the people's governments of autonomous prefectures and counties (cities) shall be responsible for organizing the formulation of tourism development plans within their respective administrative areas, which shall be submitted to the people's governments at the same level for approval and implementation after being examined and approved by the tourism administrative departments at the next higher level. Article 10 The people's governments of autonomous prefectures and counties (cities) shall optimize the tourism investment and business environment, promote the innovation of traditional tourism, and enhance the service capacity of urban and rural tourism.

Encourage natural persons, legal persons and unincorporated organizations to invest and develop tourism projects that meet the tourism development plan.

It is forbidden to construct tourism projects that distort and belittle national traditional culture. Eleventh autonomous prefectures and counties (cities) people's governments shall train and introduce tourism management talents, support relevant institutions to train tourism professionals, and improve the level of tourism management and service. Article 12 The people's governments of autonomous prefectures and counties (cities) shall make overall plans for the land used for tourism projects in the land supply plan, and make reasonable arrangements for the land used for tourism projects.

The relevant administrative departments shall solicit the opinions of the tourism administrative departments when examining and approving the construction projects within the scenic spots (spots). Article 13 The people's governments of autonomous prefectures and counties (cities) shall rationally arrange traffic routes, plan and construct tourist distribution service centers, transit stations, self-driving cars and RV campsites, and strengthen the construction of public service facilities such as tourist roads, parking lots and tourist toilets.

The tourism administrative department of the Autonomous Prefecture People's Government shall, jointly with the traffic management, transportation, housing and urban and rural construction departments of the public security organs, uniformly plan and set up tourist traffic signs. Article 14 The people's governments of autonomous prefectures and counties (cities) shall support the rational utilization of intangible cultural heritages such as tropical and subtropical rainforests, traditional villages, villages with ethnic characteristics, Water-splashing Festival, Munao Zongge Festival, Aruvoro Festival, peacock dance, paper-cutting, cotton fabrics, knife forging, sour tea and so on to develop tourism projects, so as to promote the integrated development of biological resources, national culture and tourism. Article 15 Autonomous Prefecture People's Government shall strengthen the protection of cultural heritage such as Nanyang Machinist's Memorial Hall for Returning to China against Japan, Wandingqiao and the former site of mangshi-China-Myanmar Border People's Congress, the former site of Lei Yun Aircraft Repair Factory, Ganya Fuxuan Department (the former residence of Daoan people), excavate, sort out and study relevant revolutionary historical materials, strengthen patriotism and revolutionary tradition education, and promote the development of revolutionary historical and cultural tourism. Sixteenth autonomous prefectures and counties (cities) people's governments should promote the organic combination of rural tourism and rural revitalization, build characteristic tourist villages and towns, and guide the transformation and upgrading of rural tourism.

Encourage rural collective economic organizations and villagers to use rural land to carry out rural tourism such as accommodation, leisure and entertainment, agricultural production and life experience. Article 17 The people's governments of autonomous prefectures and counties (cities) encourage the development of study tours and support airports, ports, scenic spots, institutions of higher learning, cultural institutions and scientific research institutions to provide preferential and convenient services for study tours. Eighteenth autonomous prefectures and counties (cities) people's governments encourage and support the research and development, design and processing of food, clothing, souvenirs, handicrafts and other tourist commodities with national characteristics. Create brands with local characteristics and cultural connotations, and promote the industrialization of tourism commodities.
