Is Committee member Xuan Tong a member of the Party Committee?
No. Party Committee members refer to the members of the party's committees, who are elected. According to Article 11 of Chapter III of the Provisional Regulations on Election of Grassroots Organizations of the Party of China, candidates for committee members established by grass-roots organizations of the Party shall be nominated according to the principle of having both ability and political integrity and reasonable team structure. Xuan Tong's members are only members of the Propaganda Department, not members of the Party Committee.
