Zhejiang Province, local grain reserves management methods of Chapter III

Article 19 of the people's governments at or above the county level shall, in accordance with the "relatively centralized, convenient scheduling, storage safety" principle of local reserve grain storage location layout. Provincial grain reserves are mainly stored by the provincial grain reserves, city and county-level reserves should be gradually concentrated by the city and county central grain storage.

Article 20 The storage enterprise shall have the following conditions:

(1) the warehouse capacity to a certain scale, warehouse conditions in line with national standards and technical specifications;

(2) with grain storage requirements, grain silo type, grain in and out of the way, grain type, grain storage cycle and other storage equipment appropriate;

(3) (c) have quality testing instruments and places for grain reserves in accordance with national standards, and have conditions for testing the temperature, moisture, and pest density of the reserves;

(d) have professionally trained management and technical personnel for grain storage, inspection, and prevention and control;

(e) have good business management and credibility and have no record of serious violations of the law in their operation.

Article 21 The storage enterprises in the acquisition of local grain reserves, shall strictly implement the laws, regulations, rules, national standards and technical specifications for the management of local grain reserves, to ensure that the storage of grain and oil to meet the required quality requirements.

The storage enterprises shall strictly implement the technical specifications for grain and oil storage, to ensure that the local grain reserves of good quality, storage safety.

Encourage storage enterprises to apply advanced grain storage technology and modern management means to improve the level of grain and oil storage.

Article 22 of the storage enterprises shall improve the quality management system, the establishment of quality files, the strict implementation of the local reserves of grain storage regular inspection and quality testing system; found that the local reserves of grain quantity, quality and storage safety and other major problems, should be promptly reported to the grain departments at this level.

Article 23 of the storage enterprises shall implement the local grain reserves, special storage, special custody, special accounts, the use of uniform accounts, tables, cards and warehouse signs, timely, accurate and complete reporting of various reserves of grain statistical reports, shall not be misrepresented, concealment, omission, refusal to report.

The storage enterprise shall establish and improve the local reserve grain inventory physical account, so that the local reserve grain account in line with the account, account table in line with the account card in line with the account in line with the actual.

Article 24 of the storage enterprises shall take the necessary precautions for the local grain reserves, the establishment of local grain reserves of fire, theft, flood prevention and other security management system and clear responsibility.

The storage enterprises shall formulate emergency disposal plan, in the event of various disasters endangering the safety of local grain reserves, shall promptly start the emergency disposal plan and take effective measures to reduce losses.

Article 26 of the storage enterprises are revoked, dissolved or bankruptcy, and due to force majeure, natural disasters and other reasons do not have the local reserve grain storage conditions, its storage of local reserves by the local food department is responsible for arranging another storage site.

Article 27 Due to force majeure, natural disasters caused by the loss of local grain reserves, by the grain department at this level, in conjunction with the financial sector and the Agricultural Development Bank, in a timely manner to be examined and written off. Article 28 of the storage enterprise storage capacity is insufficient, can be entrusted with the provisions of Article 20 of the conditions of other grain enterprises storage. Storage enterprises shall sign a storage contract with the storage enterprises, clear rights, obligations and responsibilities for breach of contract and other matters, and on behalf of the storage enterprise storage business for strict supervision.

Storage enterprises should be signed within 15 days from the date of the contract, the storage contract will be reported to the same level of food and finance departments for the record.

The provisions of Article 21 to Article 25 of these measures shall apply to the storage enterprises.
