With the rapid development of rural credit cooperatives, it is imperative to actively set up commercial banks.

However, with the establishment and development of the Postal Savings Bank, the tentacles of state-owned commercial banks have been continuously extended to rural positions, and the emergence of new rural financial institutions such as village banks, microfinance companies and rural mutual funds organizations has brought severe tests, challenges and greater impacts to the rural financial market on which rural credit cooperatives depend. How can rural credit cooperatives correctly play the main role of rural finance? How to seize opportunities and meet various challenges? How to make the business bigger and stronger, how to reform the system quickly, and how to set up rural commercial banks smoothly? Have greater and better ability to resist risks? -It is a question worth pondering before our generation of rural credit cooperatives.

First, the current problems in rural credit cooperatives

1, non-performing loans remain high. As far as our Xinglong Credit Cooperative is concerned, the non-performing loans at the end of 201/kloc-0 reached more than 400 million yuan, which seriously restricted the development of our Xinglong Credit Cooperative. The concrete manifestations are as follows: in the past few years, many people were punished economically and disciplined by Liudaohe Credit Cooperative, and were seriously dismissed; In 2008, another case of misappropriation of funds by Li Yujun occurred in Gushanzi Credit Cooperative, which resulted in a huge amount of misappropriation of credit cooperative funds and depositors' deposits. Many people illegally issued holiday loans, and the amount of fake loans was nearly 200 million yuan, causing direct economic losses of more than one billion yuan until many people were punished or even expelled. The fund fraud cases of Huangpubs and Beishuiquan have caused great losses to Xinglong Alliance. The directors and employees of individual credit cooperatives ignore the existence of the system and illegally issue fake loans, which directly leads to a high proportion of non-performing loans and seriously hinders the restructuring of rural commercial banks, ranking first from the bottom in Chengde City.

2. Managers have regulations, orders and prohibitions. Rural credit cooperatives are located in every corner of the county, mostly in remote mountainous areas with inconvenient transportation and far away from the county. Some directors feel that the sky is high and the emperor is far away, and they do not strictly follow the instructions and rules and regulations of their superiors. It is that they have policies and countermeasures, regardless of national laws and regulations, and still go their own way and let it go. According to my visit, some directors of credit cooperatives often use their positions to cash tens of thousands or even hundreds of thousands of yuan for other purposes or start their own businesses. They didn't come to work for several days or even ten days, and the employees didn't know where the director had gone. They eat, drink and have fun with friends all day or travel around, which leads to the dispersion of work in the unit and the loss of enthusiasm of employees. The loan business has no rules to follow, and there are many illegal operations. If you don't do things without giving benefits, you will make loans indiscriminately, which may lead to the recurrence of the misappropriation of funds by Gushanzi Credit Cooperative in our county in 2008. Rural credit cooperatives are local township organizations of county-level associations. The use of funds, personnel management, how to mobilize the enthusiasm and creativity of employees, local service conditions and service levels directly affect the development of rural credit cooperatives. The most basic thing is, how to manage yourself while managing a unit is also a problem worth pondering.

3, personnel aging, unreasonable structure. Now facing a personnel crisis, the aging is serious. Many credit cooperatives are old, weak, sick and disabled people over 50 who stick to the front line and wear glasses to handle business. Although some college students have been recruited in the past two years, many of them have failed to give full play to their talents, so that many talents have been placed at the back end of the enterprise. Some college students have been doing small business in credit cooperatives, but they can't learn real business, and they are all in a daze, resulting in a waste of talents.

4. Employees have weak legal awareness and try their best. There is little legal knowledge training for employees under their jurisdiction, and the director of credit cooperatives has little organizational learning for employees. Many employees do not pay attention to the study of legal knowledge and business knowledge, and their foundation is weak, their professional quality is poor, their ideological understanding and legal awareness are weak, their dedication to work is not strong, and their work enthusiasm is not high. They don't make progress, they just muddle along. In the case of red eye disease and blind comparison, some workers dare to take risks and embark on the road of crime, which not only loses their jobs, but also limits their personal freedom, resulting in lifelong regret and eternal infamy.

Second, the improvement methods and countermeasures

1. It is necessary to strengthen the study and training of the self-cultivation, legal knowledge and professional knowledge of the directors of rural credit cooperatives. The director of rural credit cooperatives, like the so-called government officials in the Qing Dynasty, was in charge of the economic artery of a township or more than half of the townships, and was in charge of tens of millions or even hundreds of millions of yuan. The direction of funds directly affects the future of rural credit cooperatives. Therefore, the management of enterprises has a direct relationship with leaders. As the old saying goes, it is also a key for county-level cooperatives to choose the director of credit cooperatives. Of course, this has something to do with their superiors. However, the author believes that in charge of tens of millions to hundreds of millions of assets, we must select those outstanding talents who are politically competent, have a strong sense of responsibility, and know both business and management, and choose them to leadership positions, so that our rural credit cause will flourish.

2. The superior should have strict constraints on the directors of credit cooperatives at lower levels and the employees under their jurisdiction, constantly strengthen political and ideological study and cultivation, establish a correct outlook on life, values and legal concepts, have a sense of mission and responsibility as masters, prohibit illegal business operations, and constantly establish the concept of honor and disgrace for prospering the society;

3. Continuously strengthen the training of employees' business theory, legal knowledge and business skills. All grass-roots directors should be highly responsible, take care of their own doors, manage their own people, arrange personnel reasonably, conduct post exchanges, continue to carry forward the fine tradition of passing on, helping and bringing business knowledge to old employees, and pass on the business skills, skills and good methods of personnel in important positions after rotation. Even if the division of labor is different, there must be cooperation. Reflect the overall situation consciousness and team spirit of rural credit cooperatives, and establish the ideology that everyone is for me and I am for everyone. Not content with the status quo, dare to struggle, be brave in dedication, and strive to transform outlook on life, values, ideals and the legal system.

4. As the old saying goes, you will know when you come out for a walk. Therefore, it is necessary to arrange the staff reasonably and assign the recruited college students to the most basic credit cooperatives as far as possible, so that they can exercise, give full play to their talents, and match men and women, old and new; In addition, the provincial association should continue to replace the old employees every two or three years, which not only solves the worries of the children of the old employees after retirement and replaces their blood, but also increases the new strength of the credit cooperatives and makes them feel happy and safe.

As far as the credit cooperatives under the jurisdiction of the author are concerned, the decline rate of non-performing loans has doubled in the past three years, from the original 6,543.8+0.6 million yuan to 790,000 yuan at the end of 2065.438+0, and various deposits have reached 90 million yuan from 49 million yuan three years ago to 7,865.438+0.2 million yuan at the end of last year, and it is expected to reach/kloc-0.0 billion yuan by the end of this year. I dare not attribute these achievements to myself. These are the results of the efforts of all the staff, but they are inseparable from my direct leadership and management. The employees are full of spirit, United and cooperative, which truly embodies the team spirit. I dare say that all the deposits I have absorbed are real, and they are idle funds of farmers' customers. There is no illegal operation. Because I have been engaged in accounting for credit cooperatives for eight years and participated in credit cooperatives for 26 years, I know the importance of legal operation and how to run rural credit cooperatives.

Third, seize opportunities, broaden business areas and strengthen hardware facilities.

1. Accelerate the development of electronic banking business, give full play to the advantages of counters, do a good job in electronic remittance business, conscientiously do a good job in village-to-village communication projects, and strive to ensure that rural customers can handle simple deposit and withdrawal business without leaving the village. In the current overheated economic environment, we should arrange manpower and material resources reasonably according to the local actual situation, install ATM machines one after another, and install pos machines and epos machines in shops in neighboring towns or villages with large cash flow, so that ATMs and pos machines can be placed reasonably. Seizing the rural market, with the continuous extension of the tentacles of rural banks, may make our existing advantages and sites occupied by others, so we should take active actions to achieve rapid development and advantageous development.

2. Constantly expand business areas, expand new business areas in a timely manner, and actively carry out intermediary business, agency business and bill discount business, such as collecting insurance premiums and electricity fees, paying enterprise wages, paying enterprise pensions, and paying rural pensions.

3. Seize the country's current steady and rising economic situation and the good opportunity to set up rural commercial banks, conform to the momentum of financial reform, build and transform outlets, build and transform their own hardware projects, and provide spacious, bright, simple and comfortable service places and first-class services for rural customers.
