How to mix flour with water?

Ratio of surface of dough to water (volume ratio):

Noodles: flour: water = 3.5: 1 (3+ 1/2 cups of flour and a glass of water)

Jiaozi: Flour: water = 3: 1 (3 cups of flour and 1 glass of water).

Steamed bread and bread: flour: water = 2.5:1(1+1/4 cups of flour and 1/2 cups of water).

Pancakes and fried dough sticks: flour: water = 2:1(1+1/4 cups of flour and 1/2 cups of water).
