Article 8 of the Measures of Shanghai Municipality for the Administration of Motor Vehicle Freight Transportation: To apply for freight transportation in Shanghai, the following materials shall be provided: (1) an application for freight transportation in Shanghai; (2) Copies of business license, road transport business license, road transport license and vehicle driving license; (three) the approval documents of the transportation management department at or above the county level where the vehicle is registered; (4) Proof that the city has business premises and parking lots; (five) the vehicle testing certificate issued by the comprehensive performance testing station of Class A vehicles in this city; (six) the vocational training certificate issued by the transportation management department of this Municipality; (seven) materials for the personnel stationed in Shanghai to handle the relevant procedures in accordance with the provisions of this Municipality. Foreign construction units that enter Shanghai with the approval of Shanghai Construction Industry Management Office only need to provide the materials listed in Items (1), (4), (5), (6) and (7) of the preceding paragraph when applying for cargo transportation in Shanghai.
