First, we should highlight "association". Industrial clusters are not isolated, but linked and integrated, which is a core issue. Industrial agglomeration area is not a simple concentration, but a link of industries, the integration of production and cities, and the overall planning of urban and rural areas. This is the core essence to be grasped first. Therefore, whether the enterprises in the area are related is the fundamental difference between industrial clusters and traditional industrial parks and development zones. Second, we should advocate "concentration". Through the construction of industrial clusters, we can realize the centralized distribution of productive forces, promote the intensive utilization of resources, the centralized treatment and comprehensive utilization of pollutants and wastes, reduce operating costs and enhance competitiveness. Third, we must "intensively" develop. The construction of industrial clusters must reflect the change of development mode, truly embody the concept of "saving, recycling, compounding and compactness" and realize intensive development. Fourth, we should "assemble" the function. The concept of "set" has two meanings. First, we must reflect the "integration of production and city." The industrial functions of industrial clusters should be integrated with urban functions, and the docking with urban development should be fully considered.
