Regulations on the Protection of Ethnic and Folk Traditional Cultures in Lancang Lahu Autonomous County, Yunnan Province

Chapter I General Provisions Article 1 In order to protect, inherit and carry forward the excellent traditional culture of ethnic minorities, cultivate ethnic cultural industries and promote coordinated economic and social development, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Regional Ethnic Autonomy, the Law of People's Republic of China (PRC) on Intangible Cultural Heritage and other relevant laws and regulations, and in combination with the actual situation of Lancang Lahu Autonomous County (hereinafter referred to as Autonomous County). Second units and individuals engaged in activities within the administrative area of Autonomous County shall abide by these regulations. Article 3 The national and folk traditional culture mentioned in these Regulations refers to the excellent traditional culture of all ethnic groups and people within the administrative area of Autonomous County, mainly the Lahu culture. Article 4 The following ethnic and folk traditional cultures are protected by these regulations:

(1) The spoken and written languages of all ethnic groups;

(two) representative national folk literature, art, sports and festivals;

(three) traditional costumes, utensils, production techniques and diets that reflect the production and living customs of all ethnic groups;

(4) Manuscripts, scrolls, classics, documents, pictures, genealogy, inscriptions, couplets, etc. It has academic, historical and artistic value;

(five) Lahu, Wa, Hani, Yi, Dai, Bulang, Hui, Jingpo and other villages, buildings and structures with national characteristics;

(6) Inheritors, units and their knowledge and skills of national and folk traditional culture recognized by the state, province, city and county;

(seven) cultural relics recognized by the state, province, city and county;

(8) Zhanaqie Pavilion, Hulu Square, Lahu Style Garden, Lahu Lidie Pavilion, Jingmai Mangjing Millennium Ancient Tea Garden, Millennium Ancient Tea Tree King outside the state, Nuozhadu Tea Horse Ancient Road, etc. Article 5 The protection of ethnic and folk traditional culture in Autonomous County adheres to the policy of giving priority to protection, giving priority to rescue, rational utilization and inheritance and development, and promotes the coordinated development of ethnic and folk traditional culture and economy and society. Article 6 Autonomous County People's Government shall incorporate the protection of ethnic and folk traditional culture into the national economic and social development plan, and the protection funds shall be included in the fiscal budget at the corresponding level. Seventh Autonomous County People's government department in charge of culture is responsible for the protection of national folk traditional culture within their respective administrative areas, and its main responsibilities are:

(a) to publicize and implement the relevant laws, regulations and these regulations;

(two) in conjunction with the relevant departments to formulate plans for the protection, development and utilization of ethnic and folk traditional culture, and organize the implementation after the approval of the Autonomous County People's government;

(3) Equipping and perfecting public cultural service facilities and equipment;

(four) finishing and reporting the list of national and folk traditional culture protection;

(five) to cultivate and explore the inheritors and units of national and folk traditional culture, and to be responsible for business guidance;

(six) to organize the investigation, collection, rescue, collation, publication and research of ethnic and folk traditional cultural resources, and to establish and improve archives and related databases;

(seven) the management of national folk traditional culture protection funds. Eighth Autonomous County People's government development and reform, education, ethnic and religious, public security, finance, land and resources, environmental protection, housing and urban and rural construction, transportation, industry and commerce and other relevant departments shall, according to their respective functions and duties, do a good job in the protection of ethnic and folk traditional culture.

The people's government of a township (town) shall do a good job in the protection of ethnic and folk traditional culture within its administrative area.

The villagers' (community) committee shall cooperate to do a good job in the protection of national and folk traditional culture within its jurisdiction. Ninth Autonomous County People's Government shall commend and reward the units and individuals that have made remarkable achievements in protecting and inheriting the traditional folk culture. Chapter II Protection and Management Article 10 The people's governments of autonomous counties shall take measures to strengthen the protection and management of buildings and structures with architectural styles of various ethnic groups.

Urban and rural planning and construction should reflect the local ethnic architectural style. Permanent buildings and structures newly built, modified (expanded) along public places, main streets and highways should reflect local ethnic characteristics, and their architectural design scheme should be approved by the competent cultural department before implementation. Eleventh Autonomous County People's government confirmed the protection of national and folk traditional cultural materials and objects, without the approval of the competent department of culture, no unit or individual may be used for business activities. Twelfth Autonomous County People's Government shall strengthen the protection and management of traditional houses, ancient buildings, national culture museums, cultural relics museums, specific places and signs. No unit or individual may occupy or destroy it; Those years of disrepair should be repaired and maintained. Thirteenth overseas organizations or individuals in the autonomous county administrative area of national folk traditional culture investigation, collection, interview, collation and research activities, should be approved by the competent cultural department of the Autonomous County People's government, and in accordance with the relevant provisions of the approval.

Engaged in the activities specified in the preceding paragraph within the administrative area of Autonomous County shall respect the customs and habits of local ethnic minorities, and shall not harm the interests of local people or undermine national unity. Fourteenth traditional folk cultural materials and objects with important historical, artistic and scientific value identified by the Autonomous County shall not leave the country without the approval of the Autonomous County People's Government. Chapter III Development and Utilization Article 15 Autonomous County People's Government shall formulate preferential policies to encourage units and individuals to invest in the development and utilization of traditional ethnic and folk cultural resources, and give preferential treatment in land use and other aspects to protect the legitimate rights and interests of investors.
