Details of the All-China Federation of Industry and Commerce

At this stage, the All-China Federation of Industry and Commerce regards holding high the great banner of Deng Xiaoping Theory, studying and practicing Theory of Three Represents, adhering to the Party's basic line and program in the primary stage of socialism, adhering to the basic economic system with public ownership as the mainstay and diversified ownership economies developing together, and adhering to the basic policy of "one country, two systems" as its political direction. We should conscientiously perform the functions of United front people's organizations and non-governmental chambers of commerce, and take uniting, helping, guiding and educating members, providing good services for members, cultivating a team of activists who firmly support the party's leadership and follow the Socialism with Chinese characteristics road, and promoting the healthy development of the non-public economy as our work goal. Strive to contribute to the coordinated development of socialist material civilization, political civilization and spiritual civilization and realize the great rejuvenation of the Chinese nation.
The main tasks of the All-China Federation of Industry and Commerce include: participating in political consultations on major national policies and important issues in political, economic and social life, participating in the discussion of state affairs and democratic supervision; Guide members to actively participate in national economic construction, promote the gradual improvement of the socialist market economic system, and promote all-round social progress; Suggest political arrangements for business representatives; In the non-public economy, publicize and implement the principles and policies of the party and the state, strengthen ideological and political work, promote the construction of corporate culture, and guide members to be builders of Socialism with Chinese characteristics; To represent and safeguard the legitimate rights and interests of members and reflect their opinions, demands and suggestions; Guide members to actively participate in the "glorious cause"; Provide information and technology, management, law, accounting, auditing, financing, consulting and other services for members; Carry out professional business training to help members improve business management, improve accounting management and improve production technology and product quality; Organize members to hold and participate in various domestic and foreign trade fairs and exhibitions, organize members to go abroad and visit abroad, and help members explore domestic and foreign markets; Strengthen contacts and friendship with the Hong Kong Special Administrative Region, the Macao Special Administrative Region, Taiwan Province Province and other industrial and commercial associations and people in the business world, and promote economic, technological and trade cooperation; Run enterprises and institutions well; To undertake matters entrusted by the government and relevant departments.
According to the law, the Federation of Industry and Commerce is organized according to national administrative divisions. The All-China Federation of Industry and Commerce is responsible for guiding the work of local federations of industry and commerce and private chambers of commerce. At present, there are 3059 local organizations at or above the county level in China, forming an organizational network covering the whole country. Members of the Federation of Industry and Commerce are divided into enterprise members, group members and individual members. The local Federation of Industry and Commerce is a member of the National Federation of Industry and Commerce. By the end of 2002, China Federation of Industry and Commerce had 654.38+640,000 members.
The All-China Federation of Industry and Commerce has established extensive contacts with chambers of commerce in more than 65,438+000 countries and regions in the world, and will continue to develop contacts with Chinese and foreign industrial and commercial organizations, enterprise organizations and people, and strengthen cooperation and common development.

Articles of Association of China Federation of Industry and Commerce
Chapter I General Provisions
Article 1 The All-China Federation of Industry and Commerce is a people's organization and a non-governmental chamber of commerce composed of China's industrial and commercial circles led by China's * * * production party. It is the bridge and link between the party and the government to contact people in the non-public economy, and it is the assistant of the government to manage the non-public economy.
Article 2 All activities of the China Federation of Industry and Commerce are based on the Constitution of People's Republic of China (PRC).
Article 3 The purpose of China Federation of Industry and Commerce is to hold high the great banner of Deng Xiaoping Theory, study and practice Theory of Three Represents, conscientiously perform the functions of people's organizations and non-governmental chambers of commerce in the United front, adhere to the Party's basic line and program in the primary stage of socialism, and adhere to the basic economic system in which public ownership is the mainstay and diversified ownership economies develop together. Adhere to the basic principle of one country, two systems and unite, help, guide and educate its members. Serve the members well, cultivate a team of activists who firmly support the Party's leadership and follow the Socialism with Chinese characteristics road, promote the healthy development of the non-public economy, and contribute to the coordinated development of socialist material civilization, political civilization and spiritual civilization, reform and opening up, the reunification of the motherland and the great rejuvenation of the Chinese nation.
Article 4 The main duties and tasks of China Federation of Industry and Commerce are:
(a) to participate in political consultations on major national policies and important issues in political, economic and social life, play the role of democratic supervision, and actively participate in the discussion of state affairs;
(2) Guide members to consciously combine the development of their own enterprises with the development of the country, combine individual prosperity with the prosperity of all the people, combine following market rules with promoting socialist morality, actively participate in national economic construction, promote the gradual improvement of the socialist market economic system, and promote the all-round development of society;
(3) Political arrangements for recommending business representatives;
(4) Carry forward the fine tradition of self-education, publicize and implement the principles and policies of the Party and the state, strengthen and improve ideological and political work, promote the construction of corporate culture, advocate patriotism, professionalism, honesty and law-abiding, guide members to establish socialist concepts of public and private, credit, justice and benefit and legal system, and be builders of the cause of socialism with Chinese characteristics;
(five) to represent and safeguard the legitimate rights and interests of members, and to reflect the opinions, demands and suggestions of members;
(6) Guide members to carry forward the traditional virtues of the Chinese nation, be enthusiastic about social welfare undertakings, and actively participate in glorious undertakings ",want to be the source of wealth, be rich and make progress, help the poor, give consideration to both righteousness and benefit, pay equal attention to morality, develop enterprises and give back to society;
(seven) to provide members with information and technology, management, law, accounting, auditing, financing, consulting and other services;
(eight) to carry out professional training in industry and commerce, to help members improve management, improve accounting management, pay taxes according to regulations, and improve production technology and product quality;
(9) Organizing members to hold and participate in various domestic and foreign trade fairs and exhibitions, organizing members to go abroad and visit them, and helping members to explore domestic and foreign markets;
(ten) to enhance contacts and friendship with the Hong Kong Special Administrative Region, Macao Special Administrative Region, Taiwan Province Province and other countries' industrial and commercial associations and business people, promote the development of economic, technological and trade cooperation, and assist in introducing capital, technology and talents;
(eleven) to provide relevant certificates for members, coordinate relations and mediate economic disputes;
(twelve) the establishment of enterprises and institutions;
(thirteen) to undertake matters entrusted by the government and relevant departments.
Article 5 The China Federation of Industry and Commerce is the All-China Federation of Industry and Commerce and local federations of industry and commerce at all levels. The China Federation of Industry and Commerce is organized according to the national administrative divisions: the All-China Federation of Industry and Commerce is established nationwide; Provinces, autonomous regions, municipalities directly under the central government, autonomous prefectures, cities, counties and banners shall establish federations of industry and commerce at the same level.
Regions (leagues) and districts shall set up federations of industry and commerce or offices.
Article 6 The All-China Federation of Industry and Commerce is also a private chamber of commerce in China; Provinces, autonomous regions, municipalities directly under the central government, autonomous prefectures, cities, counties, banners and regions (leagues) and districts are also non-governmental chambers of commerce, which can be called chambers of commerce or general chambers of commerce.
Chapter II Members
Article 7 Enterprises, organizations and individuals who recognize the articles of association and fulfill their membership obligations may become enterprise members, group members and individual members of China Federation of Industry and Commerce.
(a) all kinds of enterprises, after the application is approved, can join this association as enterprise members.
The main members are non-public enterprises, including private enterprises, private technology enterprises, Hong Kong, Macao and Taiwan overseas Chinese investment enterprises, non-public economic joint-stock companies and social intermediary service institutions.
(two) the Federation of Industry and Commerce and other relevant social organizations with legal personality may join the association as a group member after application and approval.
(3) Former businessmen and businessmen are individual members of this Association;
Investors and operators of industrial and commercial enterprises and individual industrial and commercial households. After application and approval, you can join the association as an individual member;
People related to the work of the Federation of Industry and Commerce, Hong Kong compatriots, Macao compatriots, Taiwan Province compatriots and overseas Chinese, as well as celebrities in the industrial and commercial circles, may participate in or be invited to participate in the Federation of Industry and Commerce in their personal capacity;
Units that establish working contacts with the Federation of Industry and Commerce may send representatives to participate or be invited to participate in the Federation as individual members through consultation.
Article 8 The principle of voluntary membership and free withdrawal shall be implemented.
If a member violates the articles of association, the association may decide to stop or cancel its membership.
Article 9 The Federation of Industry and Commerce at or above the county level may, according to the articles of association and local actual conditions, formulate specific membership conditions and procedures for joining or quitting the association, and report them to the Federation of Industry and Commerce at the next higher level for the record.
Article 10 Members of local federations of industry and commerce at all levels are also members of superior federations of industry and commerce.
Eleventh members of the China Federation of Industry and Commerce shall enjoy the following rights:
(a) Have the right to vote, vote and be elected within the Association;
(two) to reflect opinions, demands and suggestions to the bureau, and to put forward opinions and criticisms on the work of the bureau;
(three) to participate in various activities of this association;
(four) enjoy the services provided by this association;
(five) to require the Association to safeguard its legitimate rights and interests.
Twelfth China Federation of Industry and Commerce members have the following obligations:
Abide by the constitution;
(2) Implementing resolutions;
(3) payment of membership fees;
(4) Handling matters entrusted by the FSC.
Chapter III Organization
Article 13 The organizing principle of China Federation of Industry and Commerce is democratic centralism.
Article 14 The superior federation of industry and commerce has a guiding relationship with the subordinate federation of industry and commerce.
Fifteenth the highest authority of the Federation of Industry and Commerce at all levels is the member congresses at all levels or the member congresses. Its duties are:
(a) to discuss and decide on major issues of the Association;
(2) Hearing and deliberating the report of the Executive Committee;
(3) Electing the Executive Committee;
(4) Deciding on other important matters.
The member congresses of the All-China Federation of Industry and Commerce have the right to amend the articles of association of the China Federation of Industry and Commerce.
Sixteenth member congresses of federations of industry and commerce at all levels or member congresses are held every five years. If necessary, the meeting can be held in advance or postponed.
Member congresses at all levels or member congresses shall be convened by the Executive Committee.
Seventeenth representatives of the member congresses of the Federation of Industry and Commerce at all levels shall be elected through consultation, and may be invited to be elected when necessary.
The number of deputies to the Congress and the allocation method shall be decided by the last Standing Committee. If there is no standing committee, it shall be decided by the last standing committee.
Article 18. The Executive Committee of the Federation of Industry and Commerce at all levels is the highest leading organ of the Federation of Industry and Commerce at all levels after the closing of the Congress. It is responsible for implementing the resolutions of member congresses or member congresses, discussing and deciding the working principles and tasks of the Federation, and representing the Federation to the outside world.
The meeting of the Executive Committee is held once a year.
Article 19 The executive committee of the All-China Federation of Industry and Commerce elects the chairman, vice-chairman and standing committee members to form a standing committee. When the Executive Committee is not in session, the Standing Committee exercises the functions and powers of the Executive Committee, and the Standing Committee is responsible to the Executive Committee and reports on its work.
Meetings of the Standing Committee shall be held at least twice a year.
The chairman presides over the meeting and the vice-chairman assists the chairman in his work. The chairman and vice-chairman form a chairman's meeting to study and decide on major issues.
Vice-chairmen can be divided into full-time vice-chairmen and part-time vice-chairmen according to work needs. Full-time vice-chairmen generally serve no more than two consecutive terms, and part-time vice-chairmen generally serve discontinuously.
The All-China Federation of Industry and Commerce may have a first vice-chairman and an executive vice-chairman according to the needs of its work.
Article 20 Whether local federations of industry and commerce at all levels have standing committees shall be decided by their executive committees.
Where a standing committee is established, the executive committee shall elect a chairman, vice-chairmen and standing committee members to form the standing committee. When the Executive Committee is not in session, the Standing Committee exercises the functions and powers of the Executive Committee, and the Standing Committee is responsible to the Executive Committee and reports on its work.
If there is no standing committee, the executive committee shall elect a chairman and several vice-chairmen.
The chairman presides over the meeting and the vice-chairman assists the chairman in his work.
The chairmen and vice-chairmen of the Federation of Industry and Commerce of provinces, autonomous regions and municipalities directly under the Central Government shall form a meeting of chairmen to study and decide on important matters.
The Federation of Industry and Commerce of provinces, autonomous regions and municipalities directly under the Central Government may have an executive vice-chairman, who shall be nominated by the chairman and approved by the Standing Committee. The executive vice president assisted the president in presiding over the meeting.
Twenty-first executive members and standing Committee members of the Federation of Industry and Commerce at all levels may make adjustments during the intersessional period.
Twenty-second federations of industry and commerce at all levels may set up a number of working departments and special committees.
Twenty-third counties, districts and cities not divided into districts may set up grass-roots organizations such as township chambers of commerce, market chambers of commerce or street chambers of commerce.
Article 24 The Federation of Industry and Commerce may set up trade associations or chambers of commerce according to industries, with the Federation of Industry and Commerce at the same level as its competent business unit.
The Federation of Industry and Commerce is a social organization dominated by non-public economic people, and it is the competent unit of social organizations related to the work of the Federation of Industry and Commerce.
Chapter IV Supplementary Provisions
Article 25 The newly established local federation of industry and commerce shall be reported to the Party committee or government at the same level for approval, and reported to the superior federation of industry and commerce and the All-China Federation of Industry and Commerce for the record.
Article 26 The Articles of Association shall be adopted by the member congress of the All-China Federation of Industry and Commerce and reported to the State Council for the record.
Article 27 The right to interpret these Articles of Association belongs to the All-China Federation of Industry and Commerce.
