Characteristics of China's Civil Service System

China's civil service system is a civil service system with China characteristics. Its basic spirit is: first, always adhere to the party's basic line as the fundamental guiding ideology for the establishment and implementation of the civil service system. Second, to implement the civil service system, we must adhere to the party's management of cadres and implement the policy of "four modernizations" and the principle of having both ability and political integrity. The main differences between China's civil service system and the western civil service system are as follows: First, the civil service team is an important part of the party's cadre team, and should accept the party's leadership, adhere to the socialist direction, and not engage in political neutrality. Second, civil servant management is not an independent management system. Party committees at the central and local levels are responsible for selecting, appointing and managing civil servants who hold leading positions.
